Scope: The
City of Lawrence, Kansas is seeking professional services from qualified firms
for surveying, planning, design and bid services as described within this
Request for Proposals. The project will
include the preparation of detailed plans and specifications for a linear park
and a concrete bike & pedestrian trail located in
As part of the project, the successful respondent will be expected to conduct a minimum of 2 public meetings with stakeholders and community members interested in the successful completion of this project and provide a briefing of the completed design for the Lawrence City Commission at a designated meeting.

Background
Information General. This plan was first conceived as an extension
to the rail-to-trails project that currently exists from
Scope of Services:
1. Review and analyze the proposed site including existing utilities, drainage and traffic.
2. Survey and prepare a base map of the site showing 2' contours and major features of the site.
3. Participation at a minimum of two public meetings with various stakeholders to receive public comment about the park & the trail.
4. General master planning and design of the trail and park area which include trail design, roads crossing, connectivity to area neighborhoods, parking, trail heads, landscaping, utilities and other features on this site that the public may want.
5. Meet as necessary with City Departments, Parks and Recreation, Utilities, Public Works to refine the conceptual plan.
6. Provide budget and construction costs estimates for a phased construction of the project.
7.
Provide estimate of operational and maintenance
costs for the implementation of the project.
These estimates will be broken out into phases to match any proposed
phases of development. These costs will
be derived by using an established Park Facility Maintenance Mode system
currently being used by the
8. Be responsible for carrying the proposed project through the City Site Planning process for approval.
9. Prepare bid documents and specifications for the construction of the first phase of the project. Phasing will be determined by City officials based on available funds and projected construction cost.
Proposal
Requirements: Respondent Qualification: The respondent must be engaged in a viable professional consulting business, preferably with significant experience in community projects of a similar nature. The proposal should outline the firm's qualifications and experience in providing services related to the scope provided in this Request for Proposal. Other considerations will include staffing capabilities to perform all aspects of the project, project approach, and ability to meet schedules within budget.
Schedule: The proposal shall indicate a proposed schedule for completion of the project as well as an indication of the level of effort expected/required from City staff.
Project References: At least three (3) and not more than five (5)
references of similar projects shall be provided in the proposal. The respondent shall provide the name,
address, telephone number and title of a contact person familiar with the
projects and whom the City of
Proposal Format: To help achieve a uniform review process, proposals should be organized as follows:
1. Cover letter/executive summary;
2. Statement of the respondent's understanding of the scope of services and project approach to include proposed methodology, ability to meet the respondent's proposed timeline, proposed interaction with City staff and any other features of the respondent's ability to meet the scope of services;
3. Preliminary work plan to include a description and timeline of the phases or segments into which the proposed project can logically be divided and performed. The narrative shall address separately each of the tasks and include detailed descriptions of activities, significant milestones, and anticipated deliverables.
4. Qualifications and experience of the firm including information on the specific persons who are expected to work with City staff on this project;
5. Client references (as described in Project References above);

rates of project team and estimated number of hours to complete each task listed above in the “scope of
services” section. Also list an estimated
total cost to complete all tasks.

Selection
Process: Evaluation guidelines. The award of the contract for consultant services will be evaluated and based upon, but not necessarily limited to, the following criteria:
· Content, technical approach, understanding of the scope of the project and approach to the project;
· Qualifications, background, and prior experience of the consultant in performing similar work;
· Overall project development, design, and methodology;
· Experience with community projects;
· Projected timeline;
· Projected cost.
Upon receipt of proposals, a committee of City Staff will review proposals and determine which firms will be recommended for further consideration. Presentations to the committee will be requested from the top 2-3 firms being considered. Terms of the contractual agreement will be negotiated with the successful respondent. The City Commission will make the final decision on which consultant will be selected.
