Engineering ContractStoneridge Drive from 6th Street north to Overland Dr.

The scope of the project includes the engineering design of Stoneridge Drive, including street, sidewalk, drainage, and water main.  Seven firms submitted proposals which were evaluated based on the following criteria:  commitment of staff, ability to perform within timeframe, past performance, previous experience with similar work, work commitment that could limit performance, accessibility of firm’s office, firm’s familiarity with project area, firm’s knowledge of project procedures, firm’s consideration of project problems/issues, thoroughness of presentation, communication issues, ability to work with public, professionalism/comfort level with firm, and overhead costs.

Project History.  On April 14, 2006 the City Commission approved Resolution 6635 ordering the improvements on Stoneridge Drive, north of West 6th Street to Overland Drive, to be completed.  This project is being funded by a benefit district and a portion by the City.  The project will consist of a collector (31’ back to back) street with curb and gutter, a street design of 10” asphalt, a roundabout at the intersection of Stoneridge Drive and Overland Drive, storm sewer, water main, and sidewalk.  No signals have been included at 6th Street with this improvement.

 

Firms interested in being considered for this project were requested to submit qualifications, project understanding and approach, tentative work elements and sequence, timetable for completion of various stages of plan submittals, previous experience and projects completed by the project engineer and others who would be assigned to the project. 

 

Project Status.  Seven proposals were received from consulting firms. Staff is recommending that the city enter into an agreement with Landplan Engineering in an amount of $109,291.50.  Staff is recommending Landplan Engineering for several reasons, including:  familiarity with the project and the area, past performance and knowledge of project procedures, scheduling, work commitment, access to firm’s office, and fee.

 

Project Details.   Stoneridge Drive is a collector street which will have a recreation path and sidewalks. Work performed under the Construction Document Phase will include legal descriptions (if right-of-way or easements are necessary), utility location plans and coordination meetings, construction sequencing and traffic control, surveying, and cost estimating.  Work in the Bidding Services Phase includes engineer’s estimate, pre-bid conference, review and recommendation of bid, answering contractor questions, and issuing addenda.

 

Action Request.  Request approval from the City Commission to authorize the Interim City Manager to enter into an Engineering Agreement with Landplan Engineering in an amount of $109,291.50 for the engineering design of Stoneridge Drive from 6th Street north to Overland Drive, including water main.
