RE:

August 8, 2006 Agenda Item

Alley Reconstruction, 10th Street to 11th Street, between Massachusetts Street and New Hampshire Street

Project No. 18-CP5-506(C)

The alley in the 1000 block between Massachusetts and New Hampshire is in need of replacement.  The alley has deteriorated and has significant drainage problems.

The City Engineer prepared plans to replace/reconstruct the alley.  In a meeting with adjacent business owners on Monday, July 24, 2006, the consensus was that the businesses did not want the City to complete this project.  Attached is a list of the business owners in attendance.

The problem is timing.  Although the businesses feel the alley needs to be rebuilt, there are several events scheduled and the alley will be needed for deliveries.  The best time to schedule this work would be the end of May to the first of August.  This alley reconstruction will not be able to proceed during the summer of 2007 because the water main project is scheduled to be working in this block.

At this time it is not recommended to proceed with this project.  We will look to complete this project possibly in 2008.

Please let me know if there are any questions.

Respectfully submitted,

Charles F. Soules, P.E.
