Please place the following items on the City Commission agenda for consideration at their August 8, 2006 meeting:

 

Solid Waste Ordinance

An ordinance establishing solid waste service rates for 2007 is attached.  An increase of 2% is recommended and explained in the attached staff memo.

 

Commission Action:  Adopt Ordinance No. 8012, effective November 15, as appropriate.

 

Water and Wastewater Ordinance and Rates

Pursuant to the recommendations in the 2004 Black & Veatch Report on Revenue Requirements, Costs of Service, and Rates for Water and Wastewater Service, an ordinance has been developed for:

t       Water service (inside and outside the city)

t       Wastewater service (inside and outside the city)

t       Charges for extra strength wastewater discharges (excessive total suspended solids and/or BOD)

 

The attached staff memo (corrected 08/04/06) details the increase identified above.

 

Additionally, the Report recommends the wholesale water rate (rural water districts and Baldwin City) be increased to $2.47 per 1,000 gallons in 2007.

 

Commission Action:  Adopt Ordinance No. 8029 (corrected 08/04/06), effective January 1, 2007, as appropriate.  Increase water rates for wholesale customers to $2.47/1,000 gallons effective January 1, 2007, as appropriate.

 

Franchise Fees

An ordinance is attached, increasing the franchise fee paid by Westar Energy for the selling and distributing electricity.  The ordinance increases the current franchise fee from 4% of total gross receipts to 5% of total gross receipts.  As shown below, this would be in keeping with the electric franchise fees in many other municipalities.

Ordinances phasing in increases of franchise fees for other utility providers will come before the City Commission over the next few months.

 

Commission Action:  Approve Ordinance No. 8030, effective ninety days following publication, as appropriate.
