KDOT Applications

 

KDOT applications for KLINK, Geometric Improvements, and Economic Development are due August 1, 2006.

 

KLINK, Fiscal Year 2009 – The KLINK Program is for resurfacing improvements (mill and overlay) of city connecting links (HWY 40, HWY 59, and K10).  KDOT will participate in the cost of construction and inspection at the rate of 50%, not to exceed $200,000 of state funds.  These projects are to improve roadway surfacing of city connecting links, i.e. the state and federal highways only.

For next year, 2007, the City of Lawrence has been approved for resurfacing Iowa Street from 6th Street to Harvard Road, and from Irving Hill Road to 23rd Street.  

KLINK Recommendation:

For FY 2009 (CY 2008) staff is recommending resurfacing 23rd Street from Iowa to Louisiana Street.  Estimated total cost is $700,000.  The City’s share would be $500,000 with State participation of $200,000.

 

GEOMETRIC IMPROVEMENTS, Fiscal Year 2010 – KDOT will participate at the rate of 80% with 20% local match up to a maximum of $900,000.  These projects are limited to city connecting links, i.e. the state and federal highways only.  City participation above the 20% minimum is encouraged by KDOT.

 

Previous projects submitted include:

Signalized intersection at 23rd Street and East Hills Drive.

§          

Roundabout at intersection of 23rd Street and East Hills Drive.

 

ú   KDOT, businesses of East Hills Business Park, city and county representatives, and law enforcement met last year to examine the safety issues of this intersection.  KDOT will be installing an activated flashing beacon alerting/cautioning drivers on K-10 when a vehicle is at this intersection.  Field check is scheduled for July 6, 2006.  Installation should be later this year.

In 2004 the city submitted a proposed project for a left turn lane on Harper Street (south leg) at 23rd Street.  A left turn lane already exists on the north leg of the intersection on Harper.  Traffic counts on the south leg of Harper in 2001 were 3,500 vpd, and 34,845 vpd on 23rd Street.  This improvement will reduce congestion and improve traffic flow through the intersection.  The estimated cost is $450,000 (requested from state, $360,000; city share $90,000).  This project was approved and is scheduled for 2008.

 

 

 

 

 

 

Proposed projects would include:

§          

Center turn lane on W. 6th Street from Folks Road east to approximately 1,000 feet west of Monterey Way (Hy-Vee), estimated cost $1.2 million (requested from state, $900,000; city share, $300,000).

§          

Left turn lanes on Michigan Street (north and south bound) at 6th Street.  Traffic counts in 2001 were 32,515 vpd on 6th Street and 6,880 vpd on Michigan.  Projected future traffic volumes (2025) on 6th Street are 55,910 vpd.  Providing a left turning movement on Michigan will allow better traffic flow and improve (extend) the “green time” on US 40 (6th Street).  The estimated cost is $950,000 (requested from state, $760,000; city share, $190,000).  (Geometric Improvements FY10)

 

Geometric Improvements Recommendation:

Center Turn Lane on W. 6th Street.

 

ECONOMIC  DEVELOPMENT, fiscal year 2010 – KDOT will participate to a maximum of $2,000,000.  Local government must provide at least 25% of the total project cost.  Local participation is considered to be a key item for project selection.  Any prospective highway and bridge construction project which has the potential to enhance significantly the income, employment, sales receipts, and land values of the surrounding area may be considered for these construction funds.

 

In 2003 we submitted the purchase and consolidation of curb cuts and acquisition of public access easements on 23rd Street between Iowa and Louisiana.  This would be in conformance with the recommendations in the 23rd Street Access Management Plan.  This project was approved and has a total budget of $936,000 with an estimated City share of $436,000. This project is at final plan submittal and negotiation with property owners.  Bidding is anticipated in January 2007. 

 

Last year the city submitted the extension of East Hills Drive to Franklin Road, and Franklin to K-10.  Franklin is identified as an arterial for this area and this would provide a safe outlet to K-10 once this intersection is signalized.  The estimated cost is $3,500,000.  (Economic Development FY10)  This project was well received and the Highway Commission, which reviews projects and makes recommendations to the Secretary, was very interested in the project; however, funding was limited and the city requested a significant match from the state.  If the City Commission desires to submit this project, it would be recommended to participate at a higher percentage match – versus the 25% minimum.  This would emphasize the importance of this project to the community.

 

A second alternative would be improvements to the intersection at 23rd and Iowa.  This intersection needs dual left turn lanes on all four approaches to facilitate the significant amount of traffic.  Current ADT (all four approaches) is 115,880 vehicles per day; future ADT (all four approaches), is estimated at 150,000 vehicles per day.  Estimated construction cost would be around $2,500,000; however, significant right-of-way costs may also be incurred and typically this cost is nonparticipating.

 

Economic Development Recommendation:

Staff recommends the resubmittal of the East Hills Drive/Franklin Road Project.

 

Action Requested:     Discuss proposed projects and provide staff direction on which applications/projects to complete/submit.
