Engineering Pre-Design & Corridor Study Supplemental Services Contract (Attached) – Wakarusa Water Reclamation Facility This is a capital improvement project from the 2003 Wastewater Master Plan scheduled for completion in 2011.
Project History. The Utilities Department currently operates the 12.5 MGD Kaw Wastewater Treatment Plant. The 2003 Waste Water Master Plan identified the need, and timing for the construction of a 6.9 MGD wastewater treatment plant along the Wakarusa River.
After staff review of requests for proposals and contract negotiations the City Commission approved contracting with Black and Veatch for Phase I Siting Phase services in September, 2006. This contract allowed for the execution of additional engineering services for additional design and construction phase services.
Project Status. Site selection phase services are nearing completion. In order to continue to make progress toward on time or early completion of the project additional efforts to evaluate corridor alignments for the collection system and other preliminary design steps are required.
Project Details. Wakarusa WRF Supplement #2 includes efforts to complete the following tasks:
The initial phases of these services can be performed prior to final site selection. Additionally this scope accommodates and sets the stage for further evaluation and possible implementation of alternative delivery methods for project completion that provide opportunities to accelerate the project schedule as well as save costs.
Project Funding. Funding for the preliminary design work will come from the Utilities non-bonded construction fund.
The construction work will require a future bond. The total budget provided in the 2003 Wastewater Master Plan for completion of the Wakarusa WRF is $76,303,000 and for the collection system, an additional $10,042,000 in the year expended.
Action Request. Utility Department staff requests approval from the City Commission to authorize the City Manager to execute the Wakarusa WRF Supplement #2 for pre-design services with Black & Veatch Engineers increasing the existing services contract for $1,332,000.
