Preliminary Field Investigation Services for Baldwin Creek 1 Pump Station 1 (PS48) Design/Build Project

 

Please include the following item on the City Commission consent agenda for consideration at the June 20, 2006 meeting:

Enter into a contract with Professional Engineering Consultants, from the design/build team of CAS Construction/Professional Engineering Consultants, in the amount of $290,800.00 for preliminary field investigative services to be delivered as part of the design/build services for the construction of the Baldwin Creek 1 Pump Station 1 (BC1PS1), its associated forcemain and a portion of the upstream gravity sewer network in accordance with recommendations in the 2003 Wastewater Master Plan and direction provided by the City Commission on April 11, 2006.

 

Summary.  During the negotiation of the preliminary design/build services agreement with the CAS Construction/Professional Engineering Consultants design/build team, staff has identified work items critical to maintaining the current aggressive design/build schedule.  Thus, staff is recommending that on-site geological investigation and aerial mapping of the project corridor proceed under this separate agreement with Professional Engineering Consultants.

Project Description.  The project involves the design and construction of the sanitary sewer pump station identified in the 2003 Wastewater Master Plan as BC1PS1, its associated forcemain and a portion of the upstream gravity sewer network.  This project was recommended as part of the adopted 2003 Wastewater Master Plan.  

 

Project History.  Based on the growth projections used in the 2003 Wastewater Master Plan these facilities were scheduled to be constructed in 2010.  Growth in the area has progressed at a pace in excess of that identified in the 2003 Wastewater Master Plan.  On April 11, 2006 staff presented information to the City Commission regarding the growth in this area and the need for the City to accelerate, and participate in, this project.  Staff was directed to advertise for proposals for design/build services to complete the project.

 

Project Status.  On April 13, 2006 the Utilities Department solicited proposals for design/build services for the design and construction of the Baldwin Creek 1 Pump Station 1 (BC1PS1), its associated forcemain and a portion of the upstream gravity sewer network.

 

On Monday May 1, 2006, in response to the Request for Proposals, the Utilities Department Staff received proposals from three design-build teams.  Proposals were received from Burns & McDonnell/Garney LLC, CDM/Wolf Construction, and CAS Construction/Professional Engineering Consultants.  

 

A review committee consisting of Department of Utilities staff evaluated the three proposals.  Staff consistently ranked CAS Construction/Professional Engineering Consultants as the highest qualified team.  The following criteria were used:

On May 16, 2006 the City Commission authorized staff to negotiate a design/build contract with CAS Construction/Professional Engineering Consultants.

 

Staff is continuing to negotiate the contract for preliminary design/build services as the initial phase of the project.  During this period staff is recommending that work items critical to maintaining the aggressive design/build project schedule, including on site geological investigation and aerial mapping of the project corridor, proceed under this separate agreement with Professional Engineering Consultants.

 

Project Funding.  Funding for the project will ultimately be shared by development benefiting from this infrastructure improvement through the payment of special connection charges and the City-at-large for that portion of the project that benefits the existing sanitary sewer system.

 

Action Request.  Utilities Department staff requests authorization for the City Manager to enter into a contract with Professional Engineering Consultants, from the design/build team of CAS Construction/Professional Engineering Consultants, in the amount of $290,800.00 for preliminary field investigative services to be delivered as part of the design/build services for the construction of the Baldwin Creek 1 Pump Station 1 (BC1PS1), its associated forcemain and a portion of the upstream gravity sewer network in accordance with recommendations in the 2003 Wastewater Master Plan and direction provided by the City Commission on April 11, 2006.
