Sanitary Sewer Collection System Flow Monitoring – Data Delivery Services  This is a miscellaneous capital improvement project from the 2003 Wastewater Master Plan and is identified to provide improved data for monitoring and modeling of the sanitary sewer collection system and capacity. 

 

Project History. The Utilities Department solicited and received proposals from qualified vendors for permanent flow monitoring services in January of 2006. Marsh McBirney and ADT responded. Staff evaluated the relative offerings and has negotiated a data services agreement with Marsh McBirney based on costs and services meeting specification and proposal requirements.

Project Status.  Staff has identified 27 permanent flow-metering locations and 8 area rain gauge locations within the system that will provide for detailed information corresponding with Wade and Associate’s Pipedream sanitary sewer model. This information will be used to monitor the system near real time operationally and provide detailed and near continuous information regarding sewer capacity utilization. This information will be used to efficiently target maintenance activities, provide more accurate sewer capacity information to prospective developers, land owners and engineers, as well as identify and prioritize capital improvement projects.

 

Project Details.  Marsh McBirney will install and supply a turnkey data delivery system providing detailed information for 27 permanent sites and an additional four meters as needed for localized area studies within the collection system. The services provided include installation and data for a monthly fee. This includes installation and maintenance of all equipment including meters, rain gauges, data transmission, storage backup, data analysis software, software and hardware licenses and delivery via a secured internet server dedicated to the City of Lawrence.

 

The proposed contract will be for a period of one year and renewable annually.

Project FundingFunding for the installation and first year services will come from the Utilities non-bonded construction fund.

Action Request.  Utility Department staff requests approval from the City Commission to authorize the City Manager to execute a Service Order with Marsh McBirney for installation and initiation of data delivery services for the Permanent Flow monitoring system totaling $282,000.
