Preliminary Agreement for Design/Build Services for Yankee Tank Creek 2-1 & 2-2 Relief Gravity Interceptors

 

Please include the following item on the City Commission consent agenda for consideration at the June 13, 2006 meeting:

Enter into a preliminary design/build services contract with the Burns & McDonnell/Garney Construction LLC joint venture in the amount of $59,760.00, for the design and construction of the Yankee Tank Creek 2-1 & 2-2 Relief Gravity Interceptors in accordance with recommendations in the 2003 Wastewater Master Plan and direction provided by the City Commission on April 11, 2006.

 

Summary.  Staff has negotiated a contract for preliminary design/build, geotechnical and surveying services with the Burns & McDonnell/Garney Construction LLC joint venture.  After satisfactory completion of the preliminary design/build services contract the Utilities Department anticipates entering into a second Agreement with Burns & McDonnell/Garney Construction, based on a lump sum established during the Preliminary Agreement, for final design and construction of the project.

 

Project Description.  The project involves the design and construction of the relief gravity interceptors identified in the 2003 Wastewater Master Plan as YTC2-1 & YTC2-2.  These are capital improvement projects that were recommended as part of the adopted 2003 Wastewater Master Plan.  

 

Project History.  Based on the growth projections used in the 2003 Wastewater Master Plan these facilities were scheduled to be constructed in 2009 and 2020.  Growth in the area has progressed at a pace in excess of that identified in the 2003 Wastewater Master Plan.  On April 11, 2006 staff presented information to the City Commission regarding the growth in this area and the need for the City to accelerate this capital improvement project.  Staff were directed to advertise for proposals for design/build services to complete the project.

 

Project Status.  On April 13, 2006 the Utilities Department solicited proposals for design/build services for the design and construction of the Yankee Tank Creek 2-1 & 2-2 Relief Gravity Interceptor projects.

 

On Monday May 1, 2006, in response to the Request for Proposals, the Utilities Department Staff received proposals from four design-build teams.  Proposals were received from Burns & McDonnell/Garney LLC, BG Consultants/Nowak Construction, LandPlan Engineering/McLouth Excavating and Wade & Associates/BRB Contractors.  

 

A review committee consisting of Department of Utilities staff evaluated the four proposals.  Staff consistently ranked Burns & McDonnell/Garney LLC as the highest qualified team.  The following criteria were used:

On May 16, 2006 the City Commission authorized staff to negotiate a preliminary design/build contract with Burns & McDonnell/Garney Construction.

 

Staff has negotiated the agreement for preliminary design/build, geotechnical and surveying services as the first part of the project.  After satisfactory completion of the preliminary design/build services contract the Utilities Department anticipates entering into a second Agreement with Burns & McDonnell/Garney Construction, based on a lump sum established during the Preliminary Agreement, for final design and construction of the project.

 

Project Funding.  Funding for the project will be provided from the non-bonded construction fund.

 

Action Request.  Utility Department staff requests approval from the City Commission to authorize the City Manager to enter into a preliminary design/build services contract with the Burns & McDonnell/Garney LLC joint venture in the amount of $59,760.00 for the design and construction of the Yankee Tank Creek 2-1 & 2-2 Relief Gravity Interceptor projects in accordance with recommendations in the 2003 Wastewater Master Plan and as directed by the City Commission on April 11, 2006.
