ITEM NO. 5: FINAL PLAT FOR MP ADDITION, A REPLAT; 200 NORTH 9TH STREET (PGP)
PF-04-09-06: Final Plat request for MP Addition, a replat of Lot 40 less the south 115 feet, Addition No. 11, North Lawrence, located at 200 North 9th Street. This proposed three-lot residential subdivision contains approximately 0.484 acre. Submitted by Landplan Engineering, PA, for MP Builders LC, property owner of record.
STAFF RECOMMENDATION: Staff recommends approval of the Final Plat for MP Addition and forwarding it to the City Commission for acceptance of easements and rights-of-way, subject to the following conditions:

STAFF REVIEW
The request is for final plat approval of MP Builders Addition, which is a proposed 3-lot subdivision for single-family homes. The site is located on the west side of N. 9th Street, at 200 N. 9th Street in the North Lawrence Neighborhood.
The property is vacant and is fairly flat with less than 2’ of change in elevation.
Sidewalks
There are no existing sidewalks along N. 9th Street. No sidewalks are proposed by this project.
Access
Access to the lots would need to be from N. 9th Street. N. 9th Street is a local road with an existing 60’ public right-of-way.
The Final Plat shows an existing 30’ right-of-way to the centerline of N. 9th Street from the western side of N. 9th Street.
N. 9th Street is a non-standard street with ditch sections for drainage. No improvement to N. 9th Street is proposed by this project. A requirement for An Agreement Not to Protest the Formation of a Benefit District for street and sidewalk improvements would be consistent with conditions placed on other plats where the street and sidewalk improvements were not required to be installed at the time of platting by the developer.
Infrastructure
Municipal water lines exist along the west side of N. 9th Street. The nearest sanitary sewer lines is at the intersection of N. 9th Street and Elm Street to the north. An extension of a sanitary sewer main would be required for this project. Public improvement plans should be submitted prior to the recording of the final plat.
Stormwater Drainage
This property is fairly flat. As per the stormwater criteria, a drainage study was not required as the property is less than ˝ acre in size.
Master Street Tree Plan
A Master Street Tree Plan has been submitted, reviewed and approved for this property.
Summary
The Final Plat is in concurrence with the requirements for the RS-2 Zoning District and platting of property.
