Oct 26 2005 Residential addition permit issued to property owner, Gregory D Seibel.
Nov 22 2005 Footing inspection approved by Code Enforcement Division.
Dec 28 2005 Rough-in plumbing inspection approved by Code Enforcement Division.
Jan-Feb 2006 (approx) House and garage were moved to 1313 Haskell from 1503 Haskell. Structures were not set on foundations, the structures were left on the trailers.
Mar 27 2006 Walthall, Code Enforcement Manager, spoke to Mr. Seibel several times, advising him of concerns with lack of progress and with the location of the garage and its proximity to the right-of-way.
Mar 27 2006 Walthall spoke to moving contractor, contractor claims there is a dispute with the owner over payment for services.
Mar 29 2006 Walthall inspected, no change. Left message for Seibel. Seibel requested reimbursement from the City of funds held in escrow this for house move, he was referred to Neighborhood Resources Dept.
Mar 29 2006 Walthall spoke to Seibel, advising of the urgency to move garage back from sidewalk and to have the structures placed onto permanent foundations.
Mar 30 2006 Wyatt, Environmental Inspector, inspected and found an open foundation, open excavation and two structures (house and garage) each on moving trailers. Issued Notice of Violation to Seibel for violations of Environmental Code for structural blight.
Apr 14 2006 Garage has been moved back from sidewalk.
May 2 2006 Brian Jimenez, Zoning Enforcement Manager, contacted Seibel. Seibel stated he was waiting for house mover to bring equipment to Lawrence and move house on May 11.
May 16 2006 Wyatt inspected, east end of foundation has been backfilled. Spoke with Seibel who advised the mover has brought equipment to the property, but the mover’s truck is broken down. The moving company advised Seibel he will be there as soon as he repairs his truck. Wyatt advised Seibel to secure the area with security fencing.
Took pictures and advised Seibel of possible actions – setting a public hearing date of July 11, 2006, and that failure to have the structures set on permanent foundations and secured could result in the City taking necessary steps to remove the unsafe conditions.
