RE:

2008 Transportation Enhancement Program

Brick Street Restoration

Ohio Street, from 6th to 8th

The City has received approval from KDOT for the restoration of the historic brick street on Ohio Street from 6th Street to 8th Street.  This project will include removing the existing pavement (the bricks at this time are overlaid with asphalt) and constructing a 9” flyash subgrade and 6” concrete slab.  The bricks will be reset on a layer of sand over the concrete.  The limestone curbing will also be reset.

The project estimate is $979,895 with a Federal participation rate of 80%.  The City will be responsible for the remaining 20% construction costs, and is responsible for engineering.  Information about the project is attached.

The City Commission, Lawrence/Douglas Planning Commission, and the Historic Resources Commission endorsed the submittal of this application on October 5, 2005.

This project is programmed for FY 2008.   This would typically mean that October 2007 funds would be available.  However, KDOT will have funds available earlier and this project could bid next spring (2007) if we are ready.

Action Requested:  Proceed with selection of an engineering design firm.

Respectfully submitted,

Charles F. Soules, P.E.
