Alcohol Beverages at Burcham Park

 

 

Staff has recently received three separate requests to allow alcoholic beverages at Burcham Park for special events later this year.  Specific information about each request is included below.

 

Kennedy-Mountjoy Wedding on June 10, 2006

We received a request from Mary Miller, on behalf of the Kennedy-Mountjoy wedding, to allow the possession and consumption of alcoholic beverages on June 10, 2006 from 4:30 p.m. to 11:00 p.m.  Ms. Miller has reserved Burcham Park for June 10 with the Parks & Recreation Department.  The possession and consumption of alcoholic beverages at Burcham Park is prohibited by City Code.  However, City Code section 4-105(E) allows the City to exempt, by ordinance, specified City property from the prohibition of alcoholic beverages on public property.  Therefore, an ordinance allowing the possession and consumption is required.   Ordinance No. 8003 is attached for the Commission’s consideration.  Section 1 of Ordinance No. 8003 authorizes the possession and consumption of alcoholic beverages on June 10, 2006 in Burcham Park from 4:30 to 11:00 p.m., provided such possession and consumption is otherwise pursuant to the Code of the City of Lawrence, Kansas and the laws of the State of Kansas and the rules and regulations of the Parks and Recreation Department.

 

Bleeding Kansas Concert Event on August 5, 2006

We also have received a request from Renegade, Inc., the event coordinator for a concert event titled “Bleeding Kansas” to allow the temporary sale, possession and consumption of alcoholic beverages at Burcham Park on August 5, 2006.  An Information Summary explaining the event in more detail is attached.  Jeff Fortier, on behalf of Renegade Inc., has reserved Burcham Park and is requesting to sell, possess and consume alcoholic beverages in Burcham Park on that date between the hours of 12:00 p.m. and 12:00 a.m.  Renegade Inc. has applied for a temporary permit with both Alcohol Beverage Control and our office in order to sell alcoholic beverages at the event.  I have attached a copy of Ordinance No. 8003 for the Commission’s consideration.  Section 2 of Ordinance No. 8003 authorizes the temporary sale, possession, and consumption of alcoholic beverages on August 5, 2006 in Burcham Park from 12 p.m. to 12:00 a.m., provided such possession and consumption is otherwise pursuant to the Code of the City of Lawrence, Kansas and the laws of the State of Kansas and the rules and regulations of the Parks and Recreation Department.

 

Second Annual Brewgrass Concert Event on September 8-9, 2006
