Enter into a design/build services contract with the Burns & McDonnell/Garney Construction LLC joint venture in the amount of $1,846,680.00, for modifications to PS-16 (Utilities Department Project Number CS07-01) in accordance with recommendations in the 2003 Wastewater Master Plan.
Summary. Based on the results of the completed preliminary design/build services agreement, Staff has negotiated a lump sum with the Burns & McDonnell/Garney Construction LLC joint venture for design/build services to complete the PS-16 Improvements. The results of Initial Design effort, Value Engineering and Cost Development process was summarized in a memo to Staff.
Project Description. The project involves improvements to the sanitary sewer pump station located at 6th & Kentucky. This is a Capital Improvement Plan (CIP) project that was recommended as part of the adopted 2003 Wastewater Master Plan.
Project History. Originally scheduled for design/construction in 2007, staff analyzed the current performance of this pump station and in order to meet future growth requirements and ensure reliability, staff recommended accelerating this project. Two of the pumps are nearing fifty years old, and despite ongoing maintenance and refurbishment of these pumps, replacing just these pumps will not gain the capacity or reliability of the station that the CIP project envisioned. Additionally, the current status of development being served by this station and increased hydraulic demands indicate that an accelerated approach would be prudent for the completion of this project.
Project Status. On November 28, 2005 the Utilities Department solicited proposals for design/build services for the expansion of, and improvements to, the PS-16 lift station.
On December 12, 2005, in response to the Request for Proposals, the Utilities Department Staff received proposals from six design-build teams.
A review committee consisting of Department of Utilities staff evaluated the proposals. Staff unanimously ranked Burns & McDonnell/Garney Construction LLC joint venture as the highest qualified team.
On December 27, 2005 the City Commission authorized staff to negotiate a preliminary design/build contract with Burns & McDonnell/Garney Construction LLC joint venture.
On January 17, 2006 the City Commission authorized the City Manager to enter into an agreement for preliminary design/build and surveying services as the first part of the project.
As of April 27, 2006 the preliminary design/build services contract has been satisfactorily completed and Burns & McDonnell/Garney Construction LLC joint venture have presented a lump sum for final design and construction of the project.
Following authorization to enter into an agreement for design/build services equipment procurement and construction will begin immediately. Staff anticipates completion of the project in March of 2007.
Project Funding. Funding for the project will come from the bonded construction fund. The total budget provided in the 2003 Wastewater Master Plan for engineering and construction is $1,639,000.00.
Action Request. Utility Department staff requests approval from the City Commission to authorize the City Manager to enter into a design/build services contract with the Burns & McDonnell/Garney LLC joint venture in the amount of $1,846,680.00 for modifications to PS-16 in accordance with recommendations in the 2003 Wastewater Master Plan.
