Engineering Services Contract for Airport Improvement Project:
We have completed the FAA required steps in the consultant selection process for engineering services for an airport improvement project that involves construction of a parallel taxiway to runway 1-19 and the design of improvements to the runway 15-33 safety area at the Lawrence Municipal Airport. We have received confirmation from FAA that the proposed engineering agreement is acceptable. In addition, we have received notice from FAA that the bid package for the project is approved for Airport Improvement Program (AIP) participation as well as authorization to advertise for bids.
Project Background
The construction of a parallel taxiway to runway 1-19 is a capital improvement project that is in the City’s Capital Improvement Budget as well as the airport’s master plan. This improvement will provide safe access to runway 1-19. This is not the airport’s primary runway, and as the crosswind runway, is 3,900 feet long and was reconstructed in 2004. The runway safety area improvement is associated with runway 15-33. This is the airport’s primary runway and the safety improvements associated with this project are a priority for the FAA and the City. This phase involves design only and will allow for widening, obstruction removal, and grading to current standards within the runway safety area. This project is also in the Capital Improvement Plan as well as the airport master plan.
The project will include the following components:
· Construction of a parallel taxiway to Runway 1-19 (south section 2,100’ x 35’; north section 1,800’ x 25’)
· Runway 15-33 runway safety area grading (design only)
Following FAA guidelines, we have negotiated a contract with the Airport Development Group (ADG) for the following services:
Design/bidding services $128,700
Construction engineering services 48,400
TOTAL $177,100
The total project estimate is as follows:
construct south parallel taxiway 738,400
construct north parallel taxiway 504,300
TOTAL $ 1,474,800
*Note – it is our intent to provide the on-site inspection services for this project utilizing Public Works staff. FAA will reimburse the City for these activities.
Project Funding
This project is eligible for federal grant funding via FAA entitlement and discretionary funds. The FAA grant will fund 95% and the City will be responsible for 5%. Bonding authority for this project was established via Resolution 6311, adopted by the City Commission May 2, 2001 for this and other previously completed airport improvement projects.
Commission Action
This project has been discussed and is recommended by the Aviation Advisory Board. Approval is requested from the City Commission to:
· authorize the City Manager to enter into a contract with ADG for $177,100 for engineering services
· set a bid opening date of May 16, 2006
This project is eligible for AIP grant funding. For the engineering contract, the FAA grant will fund $168,245 (95%) and the City will be responsible for $8,855 (5%).
