ITEM NO. 5B: FINAL PLAT FOR GREEN TREE SUBDIVISION NO.3; NORTHEAST CORNER OF GEORGE WILLIAMS WAY & HARVARD ROAD (LAP)
PF-02-06-06: Final Plat for Green Tree Subdivision No. 3, a replat of Lots 1-15, Block two, and Lots 8-17, Block three, Green Tree Subdivision. This proposed 28-lot residential subdivision contains approximately 6.266 acres. The property is generally described as being located at the northeast corner of George Williams Way and Harvard Road. Submitted by BG Consultants Inc., for Harvard LC, property owner of record.
STAFF RECOMMENDATION: Staff recommends approval of the Final Plat for Green Tree Subdivision No. 3 and forwarding it to the City Commission for acceptance of easements, subject to the following conditions:

STAFF REVIEW
The subject property is located east of George Williams Way and north of Harvard Road. A future undeveloped City park is located beyond several residential lots to the south and an elementary school is located southwest of the subject subdivision.
The preliminary plat for Green Tree Subdivision No. 3 is also being considered by the Planning Commission on April 17, 2006.
Street Rights-of-Way and Sidewalks
Sixty feet of right-of-way were previously dedicated for a new local street, Drum Drive, which has been partially constructed. A speed hump will be installed in front of Lot 8, Block 2 and Lot 6, Block 1. Two points of access are included for the subdivision, as Drum Drive will connect to Simple Lane on its northern end and connects to April Rain Road on its southern end.
A five foot-wide sidewalk will be located within the right-of-way of Drum Drive, along its eastern side.
Sanitary Sewer/Water/Stormwater
Sanitary sewer, water, and stormwater mains exist within the right-of-way of Drum Drive. Sanitary sewer mains also exist along the rear of all Block 1 lots. All infrastructure is in place except for a portion of the new local street, Drum Drive.
In order to ensure that the waterline service extensions coincide with the new lot configuration, a revised set of waterline plans will need to be submitted to the City Utilities Department prior to recordation of the final plat. These plans should indicate the following: two-inch under-pavement service extensions to be abandoned, the location of new two-inch under-pavement service extensions as required by the new property lines, and the relocation of any fire hydrants as required to maintain their location on property lines.
Easements
The plat includes 7.5 foot-wide utility easements along the rear of Lots 1-15, Block 2 and Lots 1-10, Block 1. Fifteen foot-wide utility easements are located along the rear of Lots 16 and 17, Block 2 and Lot 11, Block 1. Ten foot-wide utility easements are located between Lots 13 and 14, Block 2, between Lots 10 and 11, Block 1, and along the frontage of Lot 11, Block 2. Five foot-wide utility easements are located along the frontage of Lots 1-10, Block 2 and along the north side of Lot 1, Block 2.
A 7.5 foot-wide landscape easement is located directly east of the 7.5 foot wide utility easement along the rear of Lots 1-14, Block 2. This easement, which will include street trees, will serve as a buffer for the homes abutting George Williams Way.
Summary
The plat meets the minimum lot size (7,000 square feet), width (60 feet), depth (100 feet), and setback requirements for the RS-2 zoning district. Once the conditions of approval have been met, the final plat will conform with the Zoning Ordinance and Subdivision Regulations.
