RE:

April 18, 2006 Agenda Item

Please include the following item on the City Commission consent agenda for consideration at the April 18th meeting.

Historic Preservation Fund Grants As part of the Kansas State Historical Society/Kansas Historic Preservation Office Historic Preservation Fund grant program, the City of Lawrence has been awarded two matching grant awards:  HPF 20-06-21519-004 for a Design Review Intern ($12,782) and HPF 20-06—21519-005 for Downtown Design Guidelines ($10,211)

Project History.  In October of 2005, the City of Lawrence submitted grant proposals for a design review intern and Downtown Design Guidelines.  On February 18, 2006, the Kansas Historic Sites Board of Review recommended funding for the City of Lawrence Design Review Intern and Downtown Design Guidelines.

Project Details.  The grants will allow the City of Lawrence to continue to assist property owners with the design review process, continue the City’s efforts to educate property owners about the State and City review processes, and properly review projects that effect historic properties on the Lawrence, State and National Registers.

Project Funding.  The Historic Preservation Fund is a grant program funded by the National Park Service of the Department of the Interior.  The funds are passed through the Kansas Historic Preservation Office to local governments and organizations to pay for historic preservation activities on the local level. KHPO provides 60% of the project cost and the City of Lawrence will provide 40% of project costs in cash and matching.

The City of Lawrence will match HPF 20-06-21519-004 with $3,352 in cash and $5,134 in staff time.

The City of Lawrence will match HPF 20-06-21519-005 with $569 in cash and $6,239 in staff time.

Action Request. In order to receive these funds, staff requests approval from the City Commission to authorize the City Manager to execute Project Agreements HPF 20-06-21519-004 for a Design Review Intern ($12,782) and HPF 20-06—21519-005 for Downtown Design Guidelines ($10,211)
