429 Indiana Street, chronology

 

3/29/05             Received complaint of general condition of property. Inspected and house appeared abandoned, not secure, general dilapidation, debris in yard. Mailed letter to owners of record: Roland R Mumford, Madeline Mumford.

 

4/04/05             Kris Kesinger made contact and advised her husband’s parents (Roland R Mumford, Madeline Mumford) are deceased. Kris and her husband are working to resolve the estate issues, and intend to rehab the structure.

 

4/20/05             Inspected, a pile of brush had been removed.

 

5/04/05             Contacted Kris, they continue working to resolve estate issues and will continue clean up of yard.

 

6/23/05             Inspected, car is now removed. No building permit applications received, no visible change to the exterior.

 

6/24/05             Contacted Kris, she advises they will get over and clean up yard more this week end. A building permit application was mailed to her.

 

8/10/05             Complaint received about trees hanging over south property line.

 

8/17/05             Contacted Kris, she advises they will work on trees, just needed cooler weather due to her husband’s health conditions.

 

9/8/05               Received complaint about yard being tall. Inspected, yard was just mowed.  Contacted Kris, she advised they would get the trees the next week end and would haul off the accumulation of debris and would turn in the permit application.

 

9/16/05             Received complaint that there is a tree branch hanging on the electrical service line to this house. I contacted Kris and Westar to advise of the situation.

 

9/19/05             Inspected, trees have been trimmed back.

 

9/26/05             Inspected, no visible changes to exterior.

 

10/18/05            Contacted Kris, she advised they would be there again this next week end to take another load of debris away. She advised that all family members had agreed to sign papers, the probate can now be completed.  I requested that she have her attorney send me a letter advising of the status and the schedule of the remaining steps to clear estate.  She also indicated that they intend to sell the property once the estate is clear.

 

10/24/05            Inspected, there are no visible changes to the exterior. Trailer still in driveway appears to have same debris as last week. Documented with pictures.

 

10/26/05            Forward request to City Commission, to adopt a resolution setting a public hearing date of December 20, 2005. The purpose of the hearing will be to consider adopting a resolution that will order the structure to be repaired or removed within a specified time.

 

11/01/05            City Commission adopted Resolution No. 6618 setting a public hearing date of December 20, 2005.

 

12/14/05            Inspected and took pictures, no visible changes to exterior of structure.

12/20/05            Conducted public hearing before City Commission. City Commission adopted Resolution No. 6623 ordering the structure to be repaired or removed on or before March 21, 2006.

 

1/10/06             William Mumford declared sole property owner, by District Court Judge Murphy.

                        Broken window pane (south side) has been boarded up.

 

1/20/06             Owners submitted demolition permit application.

 

2/06/06             Owners requested city dumpster at site.

 

2/23/06             Historic Resource Commission (HRC) meeting, request for demolition was tabled to the March meeting as the applicants were not present.

 

3/08/06             Left phone message for Kris Kessinger at her work number. (call not returned)

 

3/10/06             Called Kris Kessinger at her work number, no answer.

                        Contacted John Solbach, attorney for Mr. Mumford and Ms. Kessinger. He advised that the owners intended to demolish the structure. I updated him on the situation with regard to the pending approval by the HRC. He advised he would contact his clients.

 

3/16/06             HRC meeting, HRC denied demolition permit.

 

3/17/06             Left phone message for Kris Kessinger.

 

3/20/06             Spoke with Kris Kessigner, requested she file an appeal to the City Commission to overturn the HRC’s denial of the demolition of this structure – 429 Indiana Street.

 

3/21/06             Inspected property, took pictures.
