Subject: Rural Water District 2005 Survey Water Demand Report
Attached you will find the results of the 2005 Rural Water District survey that we requested from the Rural Water Districts. The survey provides information on water demand for the year 2005 and is sent to the districts every year in an effort to monitor usage and contract compliance. The attached tables show water demand and the number of meters provided to the Utilities Department by the Rural Water Districts. In addition we have included annual metered consumption from the City Utility Billing records for the district and calculated an average daily consumption.
Provided below is a summary of the key points in our review:
RWD No. 1
§ RWD No. 1 exceeded the maximum day contract volume by 30, 000 gallons. This is not a significant quantity of water to impact the City operations. The district manager has noted that exceedance was due to service to the state park during a concert event. At this time we will monitor the situation and determine if additional action is required in future years.
§ RWD No. 1's water usage ranks them at number 9 out of the top large water users for 2005 and we have billed $102,701.29 for water usage in 2005.
RWD No.2
§ RWD No. 2 met the contract limit in 2005.
§ RWD No. 2's water usage ranks them at number 10 out of the top large water users for 2005 and we have billed $97,334.35 for water usage in 2005.
RWD No. 4
§ RWD No. 4 receives water from the City of Lawrence and has a contract with the City of Baldwin and Johnson County RWD No. 7. Their total volume on maximum day is reported to be 371,000 gallons, of which 256,000 gallons ( 70 % of total demand) is supplied by the City of Lawrence. In reviewing the annual metered volume from Lawrence versus the total annual volume reported by the District, staff calculates approximately 60 % of the total from the Lawrence meter. This percentage is comparable to the estimated percentage for maximum day usage from Lawrence reported by the District. The contract limits the total maximum day demand to 300,000 gallons from the City of Lawrence.
§ RWD No. 4 reported 988 meters in the system. Staff calculates 856 meters as the contract limit from the City of Lawrence. This implies that a minimum of 132 meters are supplied by the other connections. This has not been verified by the District. However, utilizing the average meter use for the District of 7500 gallons per meter would imply that a minimum of 132 meters are being supplied by the other connections. We will check with the RWD to determine if there is a better method of verifying this information.
§ RWD No. 4's water usage ranks them at number 7 out of the top large water users for 2005 and we have billed $117,199.12 for water usage in 2005.
RWD No. 5
§ RWD No. 5 has met the contracted limits.
§ RWD No. 5's water usage ranks them at number 6 out of the top large water users for 2005 and we have billed $143,212.50 for water usage in 2005.
RWD No. 6
§ RWD No. 6 has met the contracted limits.
§ RWD No. 6's water usage ranks them at number 19 out of the top large water users for 2005 and we have billed $38,545.01 for water usage in 2005.
Utility Staff calculations for average demands based upon City meter readings are within a reasonable range of the reported values by the rural water districts, with the exception of RWD No. 2. RWD No. 2 reported value for average day is significantly lower than the meter readings. City staff will check and verify accuracy of the City meter as part of our review. This is done on an annual basis and if weather conditions are hot and dry, staff will take meter readings of each user when the peak demands begin to occur in the summer.
