Renew contract with Utility Maintenance Contractors, LLC for the 2006 Cured-in-Place-Pipe (CIPP) Program
History:
Part of the Utilities Department’s efforts at Inflow/Infiltration (I/I) reduction is to repair/reconstruct existing sewer lines that are a source of I/I. Cured-in-place-pipe (CIPP) is one of the methods used. The CIPP method involves lining the inside of old pipes without excavation, thus there is very little disruption above ground.
The Utilities Department has a multi-year plan to repair/reconstruct lines in older sections of the City using this trenchless method. Line segments are selected for rehab on the basis of several factors. These factors include:
· Pipe age
· Pipe material
· Known defects based on maintenance and TV inspection records
· Presence of unused taps or connections that may contribute inflow/infiltration
· Depth
· Above ground conditions
· Whether the line segment is in a general target area for rehab
On June 7, 2005 bids were opened for the 2005 CIPP program. The vendors also bid on costs for 2nd and 3rd year contract renewal. Two vendors bid on the project and the results are shown below.

Project Status:
The 2005 CIPP program was completed in December of 2005. The results were satisfactory and the Utilities Department wishes to renew the contract with Utility Maintenance Contractors, LLC for the 2006 work. 16,461 lineal feet of 8”, 9” and 10” sanitary sewer pipe have been identified for rehab as part of the 2006 CIPP Program at a projected cost of $459,102. A list of locations and a map are attached.
Project Funding:
Funding for the 2006 CIPP Program will come from the non-bonded construction fund for 2006.
Action Request:
Utility Department staff requests approval from the City Commission to authorize the Interim City Manager to execute a contract agreement and purchase order with Utility Maintenance Contractors, LLC in the amount of $459,102 to complete the 2006 Cured-in-Place-Pipe (CIPP) Program.
