Engineering Contract - Final Design for Phase II Clinton WTP Expansion:

This is a capital improvement project from the 2003 Water Master Plan.  Black and Veatch presented a status of the preliminary design information to the City Commission on February 21, 2006 with an opinion of probable cost of $15,460,000, including a construction cost estimate of $13,710,000 and engineering services (final design and construction phase services) of $1,750,000. The City Commission directed staff to proceed with the project as presented by Black and Veatch.  To that end, staff has negotiated a final design contract in the amount of $1,050,000. This does not include construction phase and resident inspection services.  The need for construction phase / resident inspection services will be evaluated during the final design process and presented to the City Commission prior to bidding the project.  

 

Project History:

Phase I of the Clinton Plant Expansion was completed in 2002 through a modified design build approach.  Phase I of the expansion improved the raw water pumping, filtering capacity, transfer pumping and various electrical/mechanical systems.  The phased implementation of the Clinton WTP expansion provided the flexibility to the City of Lawrence to meet seasonal demands without water restrictions and delay constructing infrastructure in advance of regulatory determinations which could impact the selection of treatment processes.  

 

The Master Plan provided a schedule of work for completing Phase II expansion in 2006. The project will increase capacity to meet projected customer demands, improve reliability of the water treatment facility, and provide for future treatment processes if needed for upcoming regulations.  The improvements will complete the expansion of the water treatment plant to a firm capacity of 25 million gallons per day (mgd) and hydraulic capacity to 30 mgd.  This will include new basins, high service pumping, electrical improvements and miscellaneous building/chemical feed improvements. 

 

Project Status:

The Utilities Department solicited proposals for engineering services for the second phase expansion of the Clinton Water Treatment plant with approval by the City Commission on February 22, 2005.   

 

A review committee consisting of staff within the Department of Utilities, Finance and the City Manager’s office reviewed the five proposals and recommended Black and Veatch as the firm most qualified to complete the engineering services.  Subsequent approval from the City Commission allowed the preliminary design report to begin.

 

The preliminary report was completed by Black and Veatch and a status update was provided to the City Commission.  Direction was provided to staff to proceed with the project as presented by Black and Veatch with an opinion of probable cost of $15,460,000. 

 

Project Details:

Engineering services for the second phase expansion includes a preliminary design report, final design services, bid/construction phase services and resident inspection services.   The current request is for final design and bid phase services.  Resident inspection services and Construction phase services have not been negotiated as part of the current request.

Final Design -   April 2006 – October 2006

Advertise -       November/ December 2006

Bid/ Award -    January 2007

Construction -  Complete July 2008

 

Project Funding: 

Funding for the engineering work for Phase II expansion will come from the non- bonded construction fund for 2005/2006.  Construction funding will come from bonded construction fund.  A previous resolution for bonding the construction phase of the project was submitted and approved at the April 5, 2005 City Commission meeting.  The additional cost increases from the Master Plan projection, as presented to the City Commission by Black and Veatch, will require additional bonding as proposed by the Finance Director in reviewing the cost increases for the project.   

Action Request:

Utility Department staff requests approval from the City Commission to authorize the City Manager to execute an engineering contract agreement and purchase order with Black and Veatch in the amount of $1,050,000 to complete the Final Design and bid phase services for Phase II of the Clinton Water Treatment plant expansion.
