Meeting called to order at 6:35 p.m.
Barrington made a motion to approve the minutes as written. Seconded by Chaney, pass 4-0.
Chaney asked about the joint meeting requested by the board in the October 17, 2005 meeting regarding the removal of the mechanical sections of the International Residential Code.
Staff responded that according to Victor Torres, all appropriate sections of the IRC will be removed administratively, including the mechanical sections. The board agreed with staff that a joint meeting would not be necessary.
Discuss fire damper access provisions and possible changes
Chaney suggested that an amendment be added to revise the fire damper access requirements to ensure the access doors that are installed are of sufficient size to accommodate maintenance and inspection more easily. Chaney continued that a fire damper access needs to be larger than a smoke damper since the fire damper has a link that requires two hands to replace whereas a smoke damper just needs to be visible.
Barrington’s concern was the code does not allow any kind of screws or special knowledge to be able to open the access door and resorts back to a manufactured door with a hinge and cam lock mechanism.
Chaney also suggested that the ceiling access door to the ductwork must be large enough for a person to enter to access the ductwork. Chaney continued that the access to equipment or ductwork must be accessible to work on and not just located in the easiest installed place.
Wyatt suggested that making sure the intent of the code is met, and access to the equipment is made to properly service the equipment.
Chaney suggested making a separate requirement for both fire dampers and fire/smoke dampers since the requirements could be different.
Staff suggested adding an amendment to the next ordinance.
No action was taken by the board.
Staff presentation
Staff presented an update on research for the feasibility of a flat fee rate for miscellaneous permits and distributed a memo comparing fees from other Big 12 cities.
Barrington made a motion to contact surrounding communities to research the flat fee structure as a comparison. Seconded by Chaney.
Wyatt suggested when conducting research to use Barrington’s suggestion of the surrounding communities.
Barrington revised the motion to encompass that any time comparisons are done, use surrounding communities and not just the Big 12 Cities, seconded by Chaney, pass 4-0.
Miscellaneous
Chaney inquired about the procedure for the building inspection department reviewing commercial permit applications for change outs and was concerned that the time spent reviewing them should be reduced so they could be inspected in a timelier manner.
Staff responded that typically miscellaneous commercial permits were received by the Inspection Supervisor and then distributed to the appropriate inspector for review.
Ken Christianson of IAPMO introduced Bill Schweitzer as the new field representative for IAPMO.
Sparkes asked if there were any updates on the issues related to the ventilation chapter of the Uniform Mechanical Code.
Mr. Christianson responded that Mr. Schweitzer has a pre-print copy of the new chapter 4 of the 2006 Uniform Mechanical Code that addresses the ventilation issue.
Wyatt requested to be placed on a future agenda to discuss performance standards for the ductwork systems for houses.
Sparkes stated that he agreed with the suggestion.
The Board took no further action.
