Request for 2/28/06 City Commission Meeting Consent Agenda

 

 

The City of Lawrence’s Transit Department and the University of Kansas have drafted an agreement that will enable the University to acquire five (5) 35 ft. low-floor, ADA-accessible buses purchased by the City on their behalf to be used for public transportation services to the University 1,500 vehicle Park and Ride lot being constructed on their West Campus located at Clinton Parkway and Iowa Street.  The funds used to purchase the vehicles will come from partial (80%) reimbursement from the Kansas Department of Transportation (KDOT) using available Federal Transit Administration Section 5309 funds KDOT has received and by the University of Kansas who will provide the 20% local match or balance of funds needed.  There is no City financial participation in the bus acquisition.  However, since the City is the local designated recipient of Federal Transit Administration funds, the City must serve as the conduit and administrator of the acquisition.  The University plans on operating public transportation service to the park and ride facility beginning in August 2006.  The draft agreement is pending final legal review and pending final approval from both KDOT and FTA.

 

At this time, I seek your assistance to include authorization by City Manager to execute a Cooperation Agreement with the University of Kansas to purchase five (5) buses to be used to provide public transportation services to the University Park and Ride System on the consent agenda for Tuesday, February 28, 2006 City Commission Meeting.
