Please include the following information to the City Commission as an update to Phase II of the Clinton Plant Expansion. Black and Veatch will attend the following commission meeting, on February 21, 2006, to provide the update and answer any questions. Attached to the staff memo is information from Black and Veatch providing current project information and schematic of proposed improvements.
Update of Phase II - Clinton Expansion Project:
Project History
Phase I of the Clinton Plant Expansion was completed in 2002 through a modified design build approach. Phase I of the expansion improved the raw water pumping, filtering capacity, transfer pumping and various electrical/mechanical systems. The phased implementation of the Clinton WTP expansion provided the flexibility to the City of Lawrence to meet seasonal demands without water restrictions and delay constructing infrastructure in advance of regulatory determinations which could impact the selection of treatment processes.
The Master Plan provided a schedule of work for completing Phase II expansion in 2006. The project will increase capacity to meet projected customer demands, improve reliability of the water treatment facility, and provide for future treatment processes if needed for upcoming regulations. The improvements will complete the expansion of the water treatment plant to a firm capacity of 25 million gallons per day (mgd) and hydraulic capacity to 30 mgd. This will include new basins, high service pumping, electrical improvements and miscellaneous building/chemical feed improvements.
Project Status
The Utilities Department solicited proposals for engineering services for the second phase expansion of the Clinton Water Treatment plant with approval by the City Commission on February 22, 2005.
A review committee consisting of staff within the Department of Utilities, Finance and the City Manager’s office reviewed the five proposals and recommended Black and Veatch as the firm most qualified to complete the engineering services. Subsequent approval from the City Commission allowed the preliminary design report to begin.
The preliminary report is now complete and ready to begin final design work. Staff has requested Black and Veatch to present a summary of the report to the City Commission, along with an update of the estimated costs.
Project Details
Engineering services for the second phase expansion includes a preliminary design report, final design services and bid/construction phase services (including resident inspection) .The preliminary design report, detailing the proposed improvements , has been completed by Black and Veatch. A summary of information from Black and Veatch is provided in the attached documents.
Project Funding:
Funding for the engineering work for Phase II expansion will come from the non- bonded construction fund for 2005/2006. A resolution for bonding the construction phase of this project was submitted and approved at the April 5, 2005 City Commission meeting.
The projected cost at the end of the Preliminary design report has increased approximately 50 percent over the estimated cost in the Master Plan. This is attributed to a 30 percent price increase as a result of inflationary pressure and a 20 percent increase in reliability improvements identified during the preliminary design analysis. Black and Veatch is prepared to discuss the differences in the cost estimates at the February 21, 2006 city commission meeting.
The Finance Director, Ed Mullins, has reviewed the cost increase for the expansion, along with the current Master Plan projects with the rate model (both the water and wastewater as projected in the Master Plan) . Mr. Mullins has indicated that the project can proceed with the increased cost estimate and will not impact the rate structure as presented in the August 2004 rate study.
Action Request. Receive update from Black and Veatch for Phase II - Clinton Plant expansion and authorize staff to proceed with the Final Design work.
