Re: Request to include Transit Development Plan RFP on 2/21/06 City Commission Meeting Consent Agenda.
The City of Lawrence’s Transit Department in conjunction with the University of Kansas have completed drafting the Request for Proposal to obtain the services of a qualified consultant to complete a “Coordinated Public Transportation Plan” that explores the feasibility of implementing a coordinated and/or consolidated system for delivering public transportation services to members of the University and Lawrence community by coordinating and/or consolidating existing Lawrence public transportation and University transit services.
The University of Kansas, Federal Transit Administration and Kansas Department of Transportation, and State Procurement Office have reviewed and provided comment during the development of the RFP. Those comments have been included into the final document.
The City will be leading this procurement with input from the University in determining the consultant to be awarded the contract. The City and University will work closely together in assisting the consultant in completing the scope of work. The scope of work is divided into six phases and we anticipate it shall take the consultant 6.5 to 7 months to complete.
I will serve as the Project Manager, supervising the day-to-day study tasks and will be assisted in this effort by a team of representatives from both the City and University who shall make up the Study Management Team. The City and University shall be equally represented on the Study Management Team. The number of individuals serving on the study team will be determined prior to the study beginning. It is anticipated that there will be 10 individuals serving on the Study Management Team.
At this time, I seek your assistance in including the RFP on the consent agenda for Tuesday, February 21, 2006 City Commission Meeting to proceed with the procurement.
