STATUS:

 

Plans are 100% complete.

 

City staff will put specifications/bidding documents together by February 15, 2006.

 

Easements – Staff is in the process of obtaining the necessary Temporary Construction Easements.

 

Utilities:

  • Waterline is included in project.
  • Cable/phone complete.
  • Westar will be complete by bid date.  Steel pole structure at intersection and some minor work remains.
  • The City has requested that Aquila have their work completed by April 14, 2006.
  • Sewer – not applicable.

 

SCHEDULE:

  • City Commission sets bid date of March 14.

  • Ordinance establishing City policy on maintenance of sidewalk and retaining wall.

Phase 1

Construct temporary crossover at north and south end.  Install waterline along frontage road.  This phase should take approximately 4-6 weeks.

 

Phase II

Move traffic to the west side (southbound lanes), complete waterline on east side, and reconstruct the northbound lanes (east side).  This phase will take approximately 6 months.

 

Phase III

Construction of the medians should take approximately 6-8 weeks.

 

Phase IV

Construction of the west side (south bound lanes), sidewalk and retaining walls.  This phase should take approximately 6 months.

CURRENT ESTIMATE:        

Attached is a funding resolution for this project.  The cost estimate has increased from our preliminary budget provided in the preliminary design report.  A couple of factors that have contributed to this increase include maintaining traffic during construction (estimated additional cost to project of approximately $200,000) and an increase in construction costs overall due to fuel costs and disasters (i.e. Katrina).  Review of projects bid in Topeka, the KU Park & Ride project, KDOT bids (below) and discussions with contractors is the basis for the increase in the estimate.

We have had significant interest from contractors regarding this project.  In order to keep this interest and get the most competitive bids, it is important to get this project out for bid before contractors become too busy.

 

CONTRACT TIME:  This project will take 16 months to complete.  It is recommended that this project have a final completion date of September 1, 2007 based upon a May 1, 2006 Notice To  Proceed being issued.

 

INCENTIVES/LIQUIDATED DAMAGES:

Kasold is a major arterial street.  The reconstruction project will cause public inconvenience/delays.  Contractors agree that the biggest incentive to a contractor is time.  Time is money. The sooner a contractor can complete a project the less it costs the contractor, which in turn increases the profitability of the project. 

 

Additional incentives can be provided to encourage the contractor to place additional equipment and personnel on a project and complete the project earlier.  If the Commission would like to encourage early completion for this project, it is recommended that $2,000/day be offered with a maximum of $100,000.  This incentive could encourage early completion of up to 50 days.  Alternatively, if completion exceeded September 1, 2007 then liquidated damages of $2,000/day would need to be charged.  This amount is comparable to what Overland Park has offered on projects in their central business district, and comparable to the damages provided on the O’Connell Road Project.

 

ACTION REQUESTED:

1.      Approval of plans for the reconstruction of Kasold Drive from Bob Billings Parkway (15th Street) to W. 22nd Street.

2.      Adopt funding Resolution No. 6630.

3.      Adopt Ordinance No. 7978 establishing City policy on maintenance of sidewalk and retaining wall.

4.      Establish bid date of March 14, 2006 at 2:00 p.m.
