Mayor and City Commissioners;
During the Planning Commission meeting January 23rd the PNA became aware of the problems with John Cook’s property. We had not known exactly how bad the situation was for Mr. and Mrs. Cook. Since that night Mr. and Mrs. Cook and PNA have been trying to find a way to release the portion of his property that is in the description of the H.O.P. Area Plan from the rezoning that was requested and to find away to create a transition from the RS2 properties. We ask that only the 3 furthest east properties be rezoned to RS2 and that the rest of the properties be released from the rezoning and the moratorium in order to allow some form of rezoning for all of Mr. and Mrs. Cook’s property.
The Pinckney Neighborhood Association would like to take the time necessary to consider a larger part of this area to be re-zoned RM1. The RM1 would create the proper transitions and then we would like to ask the City Commission to consider initiation of the RM1. The RM1 would be an acceptable zoning for the Planning Department.
As always the Pinckney Neighborhood wishes to protect the single family homes in the area for these are Lawrence’s affordable housing stock and to continue the TND that Pinckney represents. We wish to protect the feel of a single family neighborhood with porches and alleys and trees and not to continue the barracks like apartments that have popped up over the years in the neighborhood.
We appreciate the Planning Commissions understanding of the need for TND type neighborhoods to continue in Lawrence and the affordable housing stock that the Pinckney Neighborhood has.
We wish to thank the City Commission for the initial rezoning request and to the planning staff, especially Michelle Leininger, for their work on the H.O.P. area plan and continued work on the design guidelines that are just being discussed.
Ruth Lichtwardt
Vice-President of the Pinckney Neighborhood Association
