Authorize the City Manager to enter into an Engineering Services Agreement with Professional Engineering Consultants, P.A. in the amount of $35,913.00 for services related to waterline relocation on Kasold Drive.
Project Description - The project involves waterline design to relocate approximately 3350 linear feet of 12” water line in conflict with the street improvement project on Kasold, from Peterson to the I- 70 Bridge. The street project is a Public Works project being designed by PEC Engineering Consultants. The Utility Department staff has selected the same consultant to design the waterline relocation to ensure proper coordination between the two projects and to take advantage of the information / survey that has been established by PEC.
Project Status –
September 2004: Professional Engineering Consultants, P.A. (PEC) was retained to complete the design of a 5-lane section for Kasold Drive from Peterson Road to the KTA bridge.
January 2005: The City selected an alternative and approved the scope of the proposed project
November 2005: The City of Lawrence Utilities Department contracted with PEC to study apparent conflicts between the existing water lines and the Kasold North Project roadway features. The study concluded that approximately 3350 linear feet of existing 12” diameter waterline should be moved at an estimated cost of $404,500.00.
January 2006: Utilities Department staff negotiated an Engineering Services Agreement with PEC for design of the water line relocation.
Public Works staff has indicated that KDOT will bid the Kasold North Project in October, 2006. The waterline relocation will be included in the street project due to the additional fill that is needed for the street improvement. KDOT has approved this concept.
Project Funding - This project will be funded from the 2006 Utility Department Capital Improvement Project non-bonded construction fund.
Commission Action – Authorize the City Manager to enter into an Engineering Services Agreement with Professional Engineering Consultants, P.A. in the amount of $35,913.00 for services related to waterline relocation on Kasold Drive.
