Kaw Water Supply and Transmission Improvements - Engineer Services:

Project Description

The 2003 Master Plan identifies several projects for the Kaw Water Treatment Plant.  The projects require improvements to the water supply facilities (intake system and pumping units) as well as transmission lines leaving the water treatment plant.  The first phase of the engineering work will include a Preliminary Design report that will identify project improvements to the water supply system (review intake crib, parallel siphon, pumping station, groundwater alternatives) and transmission line improvements.  The engineering services will consider several alternatives for the water supply improvements; routing of a transmission main in the water distribution system; and a construction phasing sequence to coincide with financing requirements outlined  in the Master Plan. 

 

Project Status

The Utilities Department received engineering proposals for the Kaw Water Supply and Transmission Improvements from the following engineering firms:  BG Consultants/ CDM; Burns and McDonnell/PEC; and Bartlett and West/Black and Veatch.  A five-member review committee within the Department of Utilities reviewed the proposals and   interviewed the three firms and provided a recommendation to the City Commission to negotiate a contract with  Burns and McDonnell/PEC to complete the first phase of the work. The City Commission approved the request to negotiate a contract.

 

Staff has completed the contract negotiation and defined the Scope of Work to be completed with the proposed contract.

 

Project Details

 

A general summary of the project work scope is provided below:

 

The 2003 Water Master Plan includes improvements for the water supply and transmission lines that service the Kaw Water Treatment Plant.  The plan provides general information indicating that the firm capacity of the existing raw water facilities require upgrading to meet the overall capacity of the existing water treatment plant during low water conditions in the Kansas River.  Improvements to the 30 inch parallel siphon; intake crib system; review of well water supply potential;  and pumping capacity will be evaluated within the scope of services.  In addition to the water supply system, a portion of the transmission lines distributing water to the City from the Kaw plant is in need of improvements due to reliability and to plan for future growth by 2010.  This portion of the project is outlined in the Master Plan as C10,11,12,13 and depicted on the attached map.

 

The current engineering services will include a preliminary design report with information for the phased construction of these improvements as well as the ultimate routing location of the transmission lines exiting the plant.  The report will detail the phasing and construction sequence of the improvements to match the funding levels developed in the Master Plan. 

 

A preliminary design report shall be provided by the consultant to determine the final project design requirements and the report will be submitted to KDHE for review and comments. The report shall provide sufficient information to recommend a detailed Scope of Services, cost estimates and schedule for the final design work.

 

Project Funding: 

Funding for the engineering work will come from the non-bonded construction fund for 2006.  The construction phase funding will be completed in several phases.  The initial construction phase in 2006/ 2007 will be funded from a recent bond sale completed by the Finance Department. The Master Plan provides an opinion of probable cost of approximately $5,350,000 over the next five years for these improvements.

 Action Request:  Utility Department staff requests approval from the City Commission to authorize the City Manager to enter into an engineering contract with Burns and McDonnell  for the Preliminary Report of the Kaw Water Supply and Transmission Improvements in the amount of $151,209 as recommended by Department staff.
