Administrative Services is working to complete the minutes from yesterday’s Public Incentive Review Committee meeting.  Staff will work after hours this weekend to finish the draft minutes and we plan to have them proofed and posted by noon on Monday, January 23.   Our DRAFT minutes of the motions by the Committee is posted below:

A motion was made by Chairman Highberger to approve the IRB application, a 100% abatement on personal property, and a 0% (zero) abatement on real property, and to provide for an interlocal or Payment in Lieu of Taxes (PILOT) agreement that would provide that USD 497 have a net cost to benefit ratio as a result of the abatement of at least 1:1.25 over a ten year period.

The motion did not receive a second.

Mike Maddox motioned to approve the 90% tax abatement as requested by the applicant and that the City, Douglas County and USD 497 would work jointly on an interlocal or Payment in Lieu of Taxes (PILOT) agreement that would provide that USD 497 have a net cost to benefit ratio as a result of the abatement of at least 1:1.25 over a ten year period.  The granting of the abatement would be subject to the applicant being in compliance with all existing abatement conditions on abatements currently in effect.

The motion was seconded by Brenda McFadden.

The motion carried 4-3.

Ayes – Mike Maddox, Brenda McFadden, Rich Minder, Bob Johnson.

Nayes – Chairman Highberger, Mike Rundle, Kirk McClure.

A motion was made by Maddox to approve the IRB application as requested by the applicant.

The motion was seconded by Rundle.

The motion carried 7-0.
