CS04-07 17th & Massachusetts/New Hampshire Sanitary Sewer Improvements
Please include the following item on the consent agenda for the January 17, 2006 City Commission meeting.
Award the Bid for CS04-04 6th & Indiana and CS04-07 17th & Massachusetts/New Hampshire Sanitary Sewer Improvements:
Based on the evaluation, with the Engineer, of the scope of the two projects and their proposed construction schedules, Staff combined the two projects into one for the purposes of bidding and contracting.
Project History - CS04-04 6th & Indiana Sanitary Sewer Improvements.
June 2004 – City hired BG Consultants for Engineering and Bid Phase Services for the following Capital Improvement Project at a cost of $23,724.
· CS04-04 (6th & Indiana Sanitary Sewer Improvements)
December 2004 – Design of the sanitary sewer is complete and the necessary easements are identified. Timing of the construction is set to be completed prior to the resurfacing of 6th Street scheduled for late summer 2005.
January 2005 – Difficulty obtaining the required easements through the properties immediately north of 6th Street, 545 – 547 Indiana and 710 – 712 W 6th Street, prompts the Utility Staff to consider alternate alignments.
February 2005 – BG Consultants is retained to evaluate alternative alignments for the sanitary sewer that will avoid the properties in question. BG Consultants recommends an alignment which crosses 6th Street along the Mississippi Street Right of Way. This alignment does not require construction activity in 6th Street and will not interfere with the 6th Street resurfacing project
March – April 2005 – Per an approved amendment to the Contract, BG Consultants prepares project plans and specifications based on the alternate alignment noted above.
May 2005 – Staff receives, reviews and approves Final Construction Plans and Specifications for the project. Due to the realignment of the sanitary sewer line BG Consultants also recommendations the installation of a shared sanitary sewer service for 545 – 547 Indiana and 710 – 712 W 6th Street.
June 2005 – Staff obtains signatures of the property owners on the shared sanitary sewer service agreement and requests authorization for the City Manager to enter into the agreement and waive section 19-214(e) of the code. Final project plans and specifications are approved and a bid date set.
July 2005 – 3 bids are received and all exceed the engineer’s estimate.
August 2005 – August 2, 2005 City Commission rejects bids, Utilities staff recommends rebidding the project for the 2006 construction season.

September 2004 - City hired BG Consultants for Engineering and Bid Phase Services for the following Capital Improvement Project at a cost of $170,095.00.
· CS04-07 (17th & Massachusetts/New Hampshire Sanitary Sewer Improvements)
August 2005 – staff receives and approves final plans and specifications for the project. Utilities staff reviews the project schedule and work requirements and recommends bidding the project in conjunction with project CS04-04 6th & Indiana Sanitary Sewer Improvements for the 2006 construction season.
Project Status/Details. Final plans and specifications were completed by BG Consultants and a bid date of January 10, 2006 was set by the City Commission. Several Contractors requested plans for the project and attended the Prebid meeting. However, the final bid included prices from only one contractor. The bid amount and associated engineer’s estimate are provided below:

BG Consultants reviewed the bids and provided a recommendation to award the project to the low bidder, Nowak Construction Company in the amount of $1,362,011.39.
The anticipated project schedule is as follows:

Notice to Proceed February 10, 2006
End Construction August 1, 2006
This schedule is contingent upon the paperwork execution, receipt of the permits and weather conditions during the construction period.
Project Funding. Funding for the construction will come from the 2005 Utility Department Capital Improvement Project non-bonded construction fund.
Action Request. The Utilities Department is seeking approval from the City Commission to award CS04-04 6th & Indiana and CS04-07 17th & Massachusetts/New Hampshire Sanitary Sewer Improvements to the lowest responsive bidder, Nowak Construction, and authorize the City Manager to enter into a contract agreement in the amount of $1,362,011.39.
