The Board of Commissioners of the City of Lawrence met in regular session at 9:00 a.m., in the City Commission Chambers in City Hall with Mayor Highberger presiding and members Amyx, Hack, Rundle present. Commissioner Schauner was not present.
The City Commission recognized the Wastewater Utilities Staff for EMS certification and EPA awards.
With Commission approval Mayor Highberger proclaimed the days of February 4, April 1, March 28, July 15, August 2, August 7, August 16, August 26, September 18, September 22, October 1, October 17, and October 26, 2006 as “International Dadaism Month.”

The City Commission reviewed the bids for sidewalk improvements for Yale Road, West of Iowa Street for the Public Works Department. The bids were:

PUBLIC COMMENT:
Charles Goff III, Lawrence, said being a Dada artist and a resident of Lawrence, the City of the Arts, he personally thanked the City Commission for proclaiming International Dadaism Month in Lawrence. He said he and one of his collaborators were the opening act for a week long International Dadaism Festival in San Francisco in 1984.
He said he had been creating both audio and visual Dada art for most of his life and had been sharing his art internationally for over 25 years. To have Lawrence officially celebrate Dadaism meant a great deal to him. To add to that, the roles of the dice and choices from the hat which selected the days of International Dadaism Month, he found particularly delightful, since those dates included April Fools Day, his birthday, and his late mother’s birthday. He said in gratitude to the Mayor and the Commissioners he would like to share his Dada art with the City Commission. He wished the City Commission a happy and productive 2006 and thanked the City Commission again for enriching the community with this declaration.
Mike Wildgen, City Manager, introduced Mary Baker, the new project engineer in the Utilities Department.
