HOP District Plan Zoning Task Force Update

 

Background

At the May 10th City Commission meeting, the HOP District Plan was approved by the Commission and staff was directed to work with the neighborhoods to implement the recommendation of the plan.  At the May 31st City Commission meeting, a moratorium was put in place for the areas identified in the plan to be studied regarding land use and zoning incompatibilities.

Work Progress

 

Staff has met with each of the three neighborhood task forces (Hillcrest, Old West Lawrence, Pinckney) about the areas identified for further study in each of their neighborhoods.  It was discussed with each group what staff’s recommendations are for each of the areas, what the regulations for the different zoning districts are, and what the allowed uses are for each of the districts.  Each task force has discussed the recommendations and contacted affected property owners.  A status update for each group follows:

 

·         The Old West Lawrence task force has had their zoning recommendations initiated and the rezoning requests are to be heard at the November Planning Commission meeting.

 

·         The Hillcrest task force is bringing their rezoning request to the City Commission on October 25th.  Attached is a letter from the neighborhood association recommending property be rezoned accompanied by a list of the properties and a map.

 

·         The Pinckney Neighborhood is bringing their rezoning request to the City Commission on October 25th.  This is a separate item on the City Commission agenda.

 

Action Request

 

Initiate the rezoning of the properties identified by the Hillcrest Neighborhood Association in the attached request.

The Hillcrest / HOP Task force has been working steadily since last spring to discuss the directives of the HOP District Plan and the responsibilities it laid out for the Hillcrest Neighborhood Association. We closely examined the zoning of Area 3 in the HOP District Plan. Working with Linda Finger and Michelle Leininger from the City Planning Office, we developed a specific recommendation for how we believe current zoning should be updated. 
During the process of developing our proposal, we approached each owner of the specific properties affected to solicit their input on our proposal as we were developing it.  Last spring and summer we sent a postcard and/or called each individual property owner.  While we did not get a response from a few of these owners, we met with or spoke on the phone with most of them.  Many of the property owners we spoke with were quite supportive while others were neutral.  Some of the supportive property owners include Stephen Hill, Pete Whitenight, James Dunn, Dr. Bill Bayouth, Lance Johnson, and Lillian Sudlow.    We modified our plan several times in consultation with these property owners.  These modifications met with the goals put forth in the HOP District Plan, have been reviewed by the City Planning Department, and have been incorporated into the recommendations provided by the task force.

 

After finalizing our recommendations, the task force then again sent a letter to each owner of the specific properties affected to inform them of the proposed changes, and give them an additional opportunity to contact our neighborhood association with any questions or concerns.

As a result of these efforts, the Hillcrest / HOP Task force requests the initiation for rezoning of the specific properties indicated on the attached sheet.

We look forward to meeting with the Commission when you meet on October 25.
