Aviation Advisory Board Minutes

June 9, 2005

Rick Bryant called the meeting to order at 6:30 p.m. and David Downing recorded the meeting minutes.

 

1.                   Review and Approval of May 2005 meeting minutes

 

The May 2005 Board Meeting minutes were reviewed, minor corrections noted and approved by a 5-0 vote.

 

2.         Airport Managers Report

 

Debbie Van Saun, Airport Manager reviewed her report (see attachment). 

 

3.                   Father’s Day Fly-in Planning

 

Rick Bryant reviewed the detail planning for the Fly-In.  This event will be publicized in the Journal World, on Channel 6 and will be listed on the national AOPA web site calendar of events.  Steve Bennett reviewed the services provided by the city staff.   All agreed that through the hard work of the City, Board and volunteers that everything was in place.  The Board also thanked the City Staff for their excellent support.

 

4.                   2005 Summer Lawrence Summer Playground Program

 

Rick Bryant announced that he had notified Duane Peterson, Special Events Supervisor for the Lawrence Park and Recreation Department, that because of Dan Chambers recent resignation from the Board, that the Board would not be able to host a field trip to the airport by participants from the Lawrence Parks and Recreation’s Summer Playground Program.  Rick Bryant asked Duane Peterson to contact the Board to reopen the dialog when the 2006 Summer Playground Program was being planned.

 

5.         Special Service Opportunity

 

Gary Fish presented a special opportunity for the Board’s consideration.  He indicated that the Make a Wish Foundation was considering sponsoring Rod Mohr’s daughter for a trip to Hawaii.  Because of Rod Mohr’s many contributions to the Lawrence Municipal Airport and flying community, Gary proposed that the Aviation Advisory Board investigate ways in which the Board could participate in this excellent project.   The Board unanimously supported some show of support for the Mohr family and asked Gary to contact Rod Mohr and investigate how the Board could help.

 

 

6.                   Next Board Meeting

 

The next Aviation Advisory Board meeting will be planned at a later date.

 

7.                   Meeting Adjournment

Airport Update

2005 Taxiway Project

Bid information was shared with Board members via e-mail once bids were opened on May 24th.  Staff received a fax of a letter from ADG on 06/09/05 that recommends waiving the engineer’s estimate and awarding the bid for Schedule I to Hamm’s.  ADG also recommended to not award Schedule II and bid project again this winter, for construction in 2006.  An e-mail response to the ADG letter from FAA is copied below:

 

This message is in reference to the fax letter dated 6/8/05 regarding recommendation of award of contract.

 

Taxiway Paving project:

1. It is our opinion that the unit bid price for asphalt appears to be impacted more by lack of competition rather than increases in construction material.  Recent bids (with competition) in the Topeka area have resulted in more favorable unit costs for asphalt pavement.  We do not feel that the lack of competition is a reason to accept a high bid.  We request that you evaluate re-bidding this project for construction in FY-2006.  Please contact those bidders who did not submit a proposal to determine their interest in bidding this work in 2006. All contacts should be properly documented.

 

2. If you elect to proceed in FY-2005, we request that you enter into negotiations with the contractor to investigate lowering their price. Written documentation should be obtained from the apparent low bidder that indicates their willingness or unwillingness to modify their prices.

 

3. It has been our experience at other localities that bids that exceed the engineer's estimate ought to be automatically rejected.  Depending on the class of city, come cities could then enter into negotiations with the bidder. How is this applied in Lawrence?

 

Taxiway Lighting Project

1. We concur with rejecting all bids for this work and re-bidding. 2.  Is a re-bid in FY-2005 totally out of the question? If feasible, I would recommend re-bidding the lighting work this fiscal year and postponing the paving project.

 

NOTES:

The availability of additional discretionary funds may not be known until mid-July; FYI: The acceptance of a single bid of this amount that exceeds the engineer's estimate requires us to notify the Office of Inspector General.

June 18th Open House/Fly-In/Tenant Appreciation Event

Flyers and tickets (2) to the breakfast were mailed to Airport tenants with their June rent billings.  Staff has secured golf passes and swim passes for drawings for Fly-In and Open House attendees, respectively.  Steve Bennett will provide public address equipment, trash receptacles, tables & chairs set up in hangar, and staff for the event. 

 

Pulsar Event

Greg Smith has notified staff and the FBO that of his intention to bring Pulsar builders back to Lawrence in August for their annual reunion.  The dates for the event are August 25 – 28, which do not conflict with any KU sporting events.  This will be the tenth year of this event being held in Lawrence.

 

Rental Revenue Update

The attached reflects the current rental status of all leases at the airport.  A waiting list has been started for t-hangars.
