Please include the following item on the City Commission consent agenda for consideration at the November 23, 2004 meeting:
Project Description. Relocation and lowering of Southern Star pipeline for the construction of Monterey Way and the intersection of Monterey Way and Peterson Road.
Project History. This project has a long history. Briefly, in September/October 2003 the City Commission held a public hearing and established benefit districts for Monterey Way from Grand Vista Drive to Peterson Road, Monterey Way from Peterson Road to Stetson Drive, and for Peterson Road from Kasold Drive to a point west of Monterey Way. Late in 2003 Landplan Engineering was hired to provide the design for these projects. The Southern Star facility is partially in the right of way and partially in an easement in which they have superior rights; therefore, the project costs are being split 75% City and 25% Southern Star.
Project Status. The road project plans are currently being reviewed by staff and may be ready to bid early in 2005 with construction through the spring and summer. This project needs to be complete in 2005 so that Kasold Drive can be completed in 2006. The lowering of the pipeline could take 3 weeks to complete. During construction of the road and lowering of the pipeline, Monterey Way and Peterson Road will be closed to through traffic.
Project Details. Relocation and lowering of a 16” pipeline. Southern Star will provide their own contractor and inspectors for the project. Upon completion the City would be able to construct Monterey Way and Peterson Road.
Project Funding. The project is being funded through the benefit district. The City is participating for the additional width of the road needed to provide bike lanes. The total cost is estimated at $312,606 with a City obligation of a minimum of $234,454.
Action Request. Public Works Department staff requests approval from the City Commission to authorize the City Manager to execute the Southern Star Relocation, Reimbursement and Encroachment Agreement in an amount of $234,454.
