ITEM NO. 11B:   PRELIMINARY DEVELOPMENT PLAN FOR 6th & MONTEREY PCD, FOR REVISIONS TO PHASE C-1A; SOUTHEAST CORNER OF W. 6TH STREET AND COMET LANE (PGP)

 

PDP-08-08-04:  Preliminary Development Plan for 6th & Monterey PCD, for revisions to Phase C-1A. The commercial development proposes permitting auto sales in an enclosed building.  This development contains approximately 20.87 acres.  The property is generally described as being located at the southeast corner of W. 6th Street and Comet Lane.  Submitted by Landplan Engineering, P.A., for David A. and Lisa L. Rueschhoff,  Space Saver Storage 1, LC, Canyon Court LLC, Comet Corporation, HUNT, Inc., Robert & Beverly Morgan, J-Ville Apartments, Todd N Thompson, and Lawrence Funeral Chapel, Inc., property owners of record.

 

Request: The applicant desires to add Automobile Sales within a commercial building as an allowable use in Phase “C-1A” and modify the parking provided from 63 to 61 parking spaces.

STAFF REVIEW

 

The applicant is proposing to display for sale a very limited number of high-end luxury automobiles for retail sale within the Rueschhoff’s existing commercial building located at 3727 W. 6th Street. The only material improvement proposed outside of the building is the removal of two existing parking stalls to make way for vehicles to be driven into and out of the showroom.

 

No additional changes to the Preliminary Development Plan are proposed.

 

Phase C-1A, Commercial Building

The commercial building on Phase C-1A is one story with a mezzanine. The building contains 12,600 gross square feet/8,820 net square feet. There is an existing landscaped 50’ greenspace/detention basin area between W. 6th Street and this building.

 

Phase C-1A, Parking Spaces

Phase C-1A shows that 44 parking spaces are required. (8,820 net square feet/200 net square feet per parking space = 44 parking spaces required).

Provided parking spaces is 63 parking stall existing, less 2 parking spaces which will be removed with depressed curbing to allow automobiles to enter and exit show room = 61 provided parking spaces remaining. The 61 provided parking spaces includes 3 spaces which are handicap accessible.

 

Revised Preliminary Development Plan

 

Per Section 20-1004.1 Restriction of Uses and Building Types.

As a condition of approval of a PRD, PCD, PID or POD zoning district, the Planning Commission or City Commission may designate by ordinance or as a note of the face of the development plan, any specific use, structure or building type which shall be restricted and excluded as part of the planned unit development zoning district. (Ord. 6745).

 

The approved 6th and Monterey Development Plan has specific restrictions and uses for each area which are itemized on sheets 4 and 5 of the plan. This requested revision would include an additional use for Phase “C-1A” for Automobile Sales (new and used)*, *Excludes automobile service and rental.

 

After recommendation by the Planning Commission, the Revised Preliminary Development Plan would then be forwarded to the City Commission for their approval. A Revised Final Development Plan could be administratively approved following the City Commission’s action on the Revised Preliminary Development Plan.

 

STAFF RECOMMENDATION

 

Planning Staff recommends the Planning Commission forward the Revised Preliminary Development Plan to the City Commission with a recommendation of approval, subject to the following condition:

 

  1. On sheet 4 of 5, revise the requested additional allowed use for Phase “C1-A” from “Automobile Sales (new and used)*, *Excludes automobile service and rental”; to “Automobile Sales (new and used) within a commercial building*, *Excludes automobile service and rental and excludes the outside display or storage of vehicles for sale.”
