RE:

Goldfield Street/8th Street and Prescott Drive

At the June 7, 2004 Traffic Safety Commission meeting the Commission recommended construction of a traffic calming circle at the intersection of Goldfield Street/8th Street & Prescott Drive.

At the June 22, 2004 City Commission meeting the Commission approved installation of a temporary traffic calming circle at the intersection since area residents had not had time to discuss a permanent installation.  The temporary installation was installed on July 7.

On July 14, 2004 city staff conducted a neighborhood meeting with residents in the area of the intersection to discuss a permanent traffic calming circle.  Fifty-two households were invited to the meeting held at the Indoor Aquatic Center.

Prior to the meeting staff heard from one household unable to attend the meeting, but supporting installation of a permanent traffic calming circle as soon as possible.  Residents from three additional households attended the meeting, two of which reside at the intersection in question.  All three households supported construction of a permanent circle, however, one of the households was also concerned about the speed of traffic along 8th Street between the intersection in question and Monterey Way.  Staff indicated that no action could be taken in that area since those residents had not requested traffic calming to date.

See attached project summary for estimated construction costs.

Action Requested:  Based on the recommendation of the Traffic Safety Commission and the support of area residents, it is recommended that a permanent traffic calming circle be constructed at the intersection of Goldfield Street/8th Street & Prescott Drive and that construction be funded with the bonds for the Harvard Road traffic calming devices.  The construction will be a change order to the Harvard Road Project.  (Additional funding authorization will be necessary when final construction estimates are completed.)

FYI:  Final plans for Harvard are pending completion.  I would anticipate that the project could be ready to bid by September.

Respectfully submitted,
