CITY MANAGER’S REPORT
23rd Street Access Management Project Update
In 2003 KDOT awarded the City of Lawrence an Economic Development Grant in the amount of $936,000 to begin implementation of an Access Management Plan along 23rd Street between Iowa and Louisiana. The project is funded approximately 50/50 between the City and the State for construction. The City is 100% responsible for engineering, right-of-way, and utility relocation.
Over twelve RFQ’s were sent to qualified firms. Interviews were held by a Selection Committee consisting of: Linda Finger, Terese Gorman, David Woosley, Bill Ahrens, and Chuck Soules. Four firms were interviewed included: HNTB Corporation; Bucher, Willis & Ratliff; BG Consultants, Inc.; and TranSystems. The firms were evaluated on:
1. Commitment of staff, equipment and facilities.
2. Ability to perform the desired services within the time prescribed.
3. Past performance of firm.
4. Staff’s training schools attendance.
5. Previous experience with similar work.
6. Work commitment which could limit performance.
7. Accessibility of firm’s office.
8. Firm’s familiarity with project area.
9. Firm’s knowledge of project procedures.
10. Public relations.
11. Communication.
12. Thoroughness of proposal.
The Selection Committee is recommending HNTB for this project. We will work with HNTB to establish a firm scope of services and fee. A proposal for City Commission approval will be presented at a future meeting.
Webcast
City Commissioners Highberger and Dunfield, members of the Resource Conservation and Advisory Board, building inspection personnel and other city staff members attended a webcast entitled: “Benefits of Local Government Adoption of Energy Codes” on Wednesday, August 4, 2004. The presentation included briefings from Gardner, Kansas officials on their recent adoption and implementation of the International Energy Conservation Code.
City Services Touted City Services Insert
The Marketing Communications Team worked with the Parks and Recreation Department to insert information on city services in the center of the Fall Activities Guide. The goal was to include information for the community in a publication that is already distributed in numerous locations. The MCTeam shared the cost of production of the insert and a quantity of additional inserts to distribute.
