Bidding and Construction Contract Award

 

Dear Ms. Van Saun:

 

Bid opening was on July 20th for the above-referenced project with three bidders each for Schedules I, II, and III combined. A copy of the bid tabulation is enclosed. Emery Sapp & Sons of Kansas City, Missouri was the low bidder of Schedules I, II, and III.

 

Low bids bid on all three work schedules are as follows:

 

Sch. I –    Rehabilitate Runway 1-19 (3,901 x 75’)                                                 $782,110.75

Sch. II –  Replace Medium Intensity Runway Lighting System for

                Runway 1-19                                                                                        $83,085.00

Sch. III – Install Precision Approach Path Indicator (PAPI-2) Systems,

                Runway End Identifier Light (REIL) Systems and Supplement

                Wind Cones for Runway 1-19                                                              $116,705.00

                                                                                    TOTAL:                         $981,900.75

 

Emery Sapp & Sons total bid is 3.0% higher than the engineer’s estimate of $953,525.00 for Schedules I, II, and III. There were no unbalanced bid items. Emery Sapp and Sons met the DBE goal for Schedules I, II, and III of 2.4% with a proposed 2.6% participation by subcontracting the pavement marking items to Cillessen & Sons, Inc. of Wichita, Kansas (DBE forms enclosed). The required 5% bid bond was included in Emery’s bid proposal.  They acknowledged receipt of the four addendums issued during bidding.  All items were bid correctly and the proposal was properly signed.

 

 

As the engineers on this project, we feel that Emery’s bids are responsive and are at fair and reasonable costs. Therefore, we recommend that, to the extent that AIP funding is available, Schedules I, II, and III be awarded to Emery Sapp and Sons, Inc. To that end, a formal application for federal assistance has been prepared for City approval and submission to the FAA.  If the City agrees with our recommendation, the application should be signed and submitted to Mike Rottinghaus at FAA with a cover letter requesting FAA concurrence in award of this construction contract.

 

We appreciate the support from the City and FAA throughout this project. We stand ready to prepare award and contract documents for the approved construction.
