Re: 5-Year Plan
Attached is a memo from City Engineer, Terese Gorman, seeking the City Commission’s direction for projects to add to the 5-Year Plan.
The Kasold Drive, Peterson to KTA Project with KDOT was last listed on the 5-Year Plan in 1999.
On October 7, 2003 the City Commission held a public hearing to establish a benefit district for the construction of Kasold Drive. At that public hearing many of the owners of property expressed concerns about the costs. Attached are several options, which the Commission requested, providing the estimated assessments for this project.
If the Commission desires to place this item back on the 5-Year Plan, the State will participate up to 80% of construction and construction engineering (inspection costs). The City will need to provide design, right-of-way, and 20% of construction and construction engineering costs.
The improvements as proposed with the benefit district included a three-lane section. If this project is selected for the 5-Year Plan, Staff would recommend the road be improved to the ultimate configuration of four lanes with a median and left turn lanes at appropriate intersections. Also attached are options if the Commission would desire to form a benefit district to pay for the 20% plus engineering, or for the benefit district to pay for the 20% of the three lane section and the City to pay for 20% of the additional two lanes plus engineering.
If the Commission decides there should be some benefit district participation, the property owners would need to be notified and a discussion would need to take place either at a future City Commission meeting or at a neighborhood meeting.
The projects that staff would recommend would include 23rd and Iowa and replacing the Wakarusa project with Kasold.
