Aviation Advisory Board
February 25, 2004 Minutes
Board Members in Attendance: Travis Atwood, Rick Bryant, David Downing, Gary Fish, Paul Stewart.
Bob Newton arrived late. Jim Stogsdill was absent.
Rick Bryant called the meeting to order at 6:35 PM. David Downing recorded the meeting minutes.
1. Review and approval of January meeting minutes
The January meeting minutes were reviewed and approved by a 5-0 vote by Atwood, Bryant, Downing, Fish and Stewart.
2. Airport Manager's Report - Debbie Van Saun
The following items were presented to the Board by Debbie Van Saun :
CIP submittals for 2005-2009
The 2005-2009 Airport Capital Improvement Plan (CIP), submitted to the FAA was distributed to the Board.
The Board recommended that in the future the Board would be willing to review the preliminary Airport CIP and make comments. If this were done at the September Board Meeting, the Board's suggestions could be incorporated without delaying the submission to the FAA. The Airport Manager agreed to implement this suggestion.
Runway 1/19 Project
The Board was notified that the money for this project is in-hand. The development of the plans, specifications and cost estimates are being prepared for submittal to the FAA in March.
Signage Master Plan update
The Airport Manager has met with representatives from Star Signs on 02/24/04 to discuss concept and develop preliminary cost estimates.
Van Saun has also held a meeting with Lisa Patterson, communications coordinator for the city, to get her input. Lisa has handled the signage issues for other City facilities. She recommends that the airport signage continue the themes established at other City facilities.
In a related item, Rick Bryant discussed the status of the Chamber of Commerce Senior Council Airport Signage planning initiative. After a number of discussions between and Senior Council leadership, Mr. Bryant was notified that the Senior Council had submitted their recommendations in report to the Chamber for their review, and have withdrawn from involvement with the project.
Minimum Standards
Work continues on the preparation of a final draft version of the Airport Minimum Standards Document. Sections of the current version of the document have been submitted to Legal, Risk Management and ADG for review. After receipt of review comments from these entities, a draft will be made available to the Aviation Advisory Board for a final review. The document will then be posted on the Airport website for public review and comments. Once this process is complete, the document will be submitted to the City Commission for their review and comment/adoption.
Airport Website
Various documents (prototype leases, rules, bylaws, etc.) have been submitted to Lisa Patterson for addition to the website. The Board was asked to review the website and send comments to the Airport Manager
02/21/04 Incident
A review and discussion of the recent incident in which an unauthorized individual entered the Charter aircraft employed by the Iowa State University Basketball Team.
Several individuals who were at the airport during the incident were at the meeting and shared their observations. The conclusions of the Board was that although the incident was unacceptable and should never be allowed to happen again, the procedures that are in place to handle such an occurrence were followed and were very effective.
The Board recommended that the City sends a letter to the Iowa State University Athletic Department and Basketball Program acknowledging the incident and apologizes for any inconvenience ISU personnel experienced. The letter should also share with them the actions taken by the City of Lawrence to assure that such an incident will not happen in the future. The Board asked that Rick Bryant represent the Board and work with the City to consider this recommendation and report back to the board any actions taken.
T-Hangar update
An advertisement campaign has been initiated. Rick Bryant prepared a flyer, a post card mailer and mailing list of prospects that advertised the availability of hangar space at the Lawrence Municipal Airport; and Bobbie Walthall from the City Manager’s office prepared the mailing. Paul Stewart posted the flyer at local airports. These marketing activities resulted in all 20 new units rented, with only four vacancies in the older units.
3. FBO Report
Lloyd Hetrick made the following announcements:
Hetrick Air Services, Inc. and Cessna will sponsor another Learn to Fly evening at the airport April 7 at 7:00 PM
· The Top Gun flight team will be operating out of the Lawrence Municipal Airport during the period April 30 - May 9th
· Greg Smith is organizing a Pulsar fly-for Aug 26-29
· A Navion Club has made inquires about holding a fly-in next year.
4. Plans for the Airport 75th Anniversary Celebration
The Board discussed what would be an appropriate event to celebrate the 75th Anniversary of the opening of the Lawrence Municipal Airport. It was suggested that the Board coordinate this celebration with the Lawrence sesquicentennial events being planed by Lisa Patterson, the City Communication Director.
5. Next Board Meeting
The next regular Aviation Advisory Board will be Thursday, April 1, 6:30 p.m. in the Terminal Building pilots’ lounge.
