Design Contract for Airport Improvement Project:
We have completed the FAA required steps in the consultant selection process for engineering services for the Runway 1-19 improvement project at the Lawrence Municipal Airport. We have received confirmation from FAA that the proposed engineering agreement is acceptable, meaning we can proceed with the design of the project.
Project Background
The reconstruction of Runway 1-19 is a capital improvement project that is in the City’s Capital Improvement Budget as well as the airport’s master plan. The condition of the runway surface has deteriorated significantly, thus the need for reconstruction. This is not the airport’s primary runway, and as the crosswind runway, is 3,900 feet long with an effective runway strength of 12,500 pounds single wheel gear.
The project design will include the following components:
· runway reconstruction
· medium intensity runway lighting system (MIRL) replacement
· navigation aid installation
Following FAA guidelines, we have negotiated a contract with the Airport Development Group (ADG) for the following services:
Design services $72,300
Bidding services 8,600
Construction phase 99,890
(includes resident engineering)
TOTAL $180,790
The total project estimate is as follows:
reconstruct 1/19 795,480
replace MILR 91,700
install navaids 96,600
TOTAL $1,164,570
Project Funding
This project is eligible for federal grant funding, which was secured for the Lawrence Municipal Airport per the attached letter from Congressman Dennis Moore. The FAA grant will fund 95% and the City will be responsible for 5%. Bonding authority for this project was established via Resolution 6311, adopted by the City Commission May 2, 2001 for this and other previously completed airport improvement projects.
Commission Action
This project has been discussed and is recommended by the Aviation Advisory Board. Approval is requested from the City Commission to authorize the City Manager to enter into a contract with ADG for $180,790 for engineering services. This project is eligible for Airport Improvement Program grant funding. The FAA grant will fund $171,750 (95%) and the City will be responsible for $9,040 (5%).
