SUBJECT:      2004 Street Maintenance Program

 

 

Each year, City staff prepares a list of locations for contracted street repair during that construction season, which is generally referred to as the street maintenance program.  The program is broken into multiple contracts based on the type of work planned.  By issuing multiple contracts, the work can be bid by contractors according to their specialties and can be spread evenly over the construction season so as to be more manageable for existing staff.  The list is developed using a number of criteria including physical roadway condition, traffic volume, citizen requests for repairs, on-going maintenance problems for street division that cannot be efficiently repaired by city crews, City Commission priorities that may have been expressed, and available funding.  When the 2005 program is developed, the initial data of pavement condition for the pavement management system will be essentially complete for most street segments.  This data will play an important role in developing future work plans. 

 

FUNDING FOR PROGRAM IN 2004:

In 2003 there were cutbacks in the State transfers to the City.  These reductions resulted in cuts to the 2004 operating budget that impacted this program.  Specifically, the result is that the City has approximately $200,000 less to spend on street maintenance this year. 

 

Also, the price of oil increased from last year, as you can see at the gas pumps.  This cost increase equates to approximately 5% for a ton of asphalt.  However, the price of crude oil is very volatile right now and that could impact the price of oil at any time in the near future.

 

Based on the budget for 2004 the following operating funds are available for street repair.

On June 3, 2003, the City Commission approved the traffic calming plan for The University Place Neighborhood.  This plan included the permanent construction of a pedestrian island between 18th and 19th, the permanent construction of a traffic circle at the intersection of 17th (west leg) and Louisiana, the temporary installation of a traffic circle at 17th and Indiana, and the temporary installation of a traffic circle at 17th and Illinois.  If all of these devices are constructed as permanent installations, the curblines along both Louisiana and 17th will need to be modified.  It would be desirable to make these improvements before the overlay is completed.  It is also anticipated that the existing pavement (constructed in 1925) is in very poor condition and thus each intersection will have to be reconstructed.  The estimated cost for the construction of each of these devices is $30,000, so the total cost for these four traffic calming devices is estimated to be $120,000. 

The City Commission did not designate a funding source for these improvements.  Thus, if this project is one the City Commission wished to complete in 2004, other projects from those previously noted will need to be deferred in order to make funding possible of this University Place Neighborhood project.  Another option could be to bond these improvements.  Commission direction with respect to these traffic calming devices is requested.

                       

3)  Concrete only, curb reconstruction and pavement patching, estimated construction cost   =$350,000

The estimated contracted cost for the listed chip and seal streets is $60,000.  These streets will need some preparatory work to repair failed, severely cracked, and rutted areas.  The Street Division will complete this work.  Material costs for asphalt will be approximately $10,000. 

 

All of these projects, in sections 1) through 5), total $2,495,000 leaving approximately $165,000 for quantity overruns and contingency.  Please let me know if this is acceptable and if you have any streets that you would like to add or delete.

 

NOTE:

When reviewing the attached map showing the proposed improvements for 2004, it appears that no streets east of Massachusetts are proposed for repair in 2004.  This is because of major stormwater and traffic projects that are currently under construction.  The 13th and Oregon stormwater project runs from south of 15th Street through 12th Street and Haskell Avenue.  This project will temporarily close 15th Street, 13th Street, and Haskell Avenue during different phases of construction in the next 9 months.  Additional work on the neighborhood storm drainage systems will temporarily close New Jersey, Pennsylvania, Delaware, Garfield and Oregon during this same time period.  Both 12th Street and 14th Street will be permanently closed as this project is completed.  Also under construction are drainage structures under 19th Street and Learnard Avenue which closes both of these streets during the next 5 months.  And finally, the intersection improvements at 19th and Barker Avenue have already closed that intersection, and that project will not be completed until late summer.  So with all the road closures scheduled this summer east of Massachusetts, we felt that other inconveniences due to construction would be less than desirable.

 

6)   The KLINK project for this summer is on 6th Street from Arizona to Arkansas.  Per the Capital Improvement Budget, bonds are planned to be issued in the amount of $350,000.  Of this amount, $300,000 will be used to complete the mill and overlay, and the remaining $50,000 will be spent repairing curbs.  The total estimated cost of this project is $550,000.  The state’s share will be 50% of the participating construction costs up to a maximum of $200,000.   The State does not participate in curb repair.
